Bank of the Orient is a well-established Asian Community Bank headquartered in the Financial District, San Francisco, California. We have an opening for full-time Assistant Manager Loan Operations.
JOB SUMMARY:
Manages the Bank's loan servicing operations and staff in processing and storage of commercial, real estate, and from the time they are booked until they are paid off, and ensures that the loan documentation production and loan servicing activities are timely and conform to current regulatory laws and regulations. Develops department policies and procedures and ensures the smooth interface with other departments and branches.
ESSENTIAL DUTIES:
1. Demonstrates quality customer service principles with internal and external customers consistently.
2. Supervises loan funding, disbursement, reconciliation and loan boarding processes to ensure accuracy and completeness, and processes and procedures are followed consistently.
3. Tracks and prepares loan closings status and work flow reports.
4. Performs test call back new loan audit report and follow up on corrections made.
5. Overseas and reviews payments and advances processed by loan servicing.
6. Performs periodic audits and certification including GL, property taxes, collateral, insurance etc.
7. Aggregates and reports delinquent and collection information.
8. Prepares and/or updates Loan Operations policies and guidelines as needed.
9. Interacts with auditors, compliance and examiners to assist in Bank’s reviews and examinations.
10. Follows up and corrects any items addressed and ensures necessary changes or recommendations have been implemented as directed from management, directors or examiners on a timely manner.
11. Acts as a point person and problem-solver for issues relating to customer service, Fiserv Core Processing System and LaserPro.
12. Responsible for LaserPro Administration, Fiserv and other vendor enhancement training.
13. Responsible for FHLB and FRB collateral pledge reporting.
14. Maintains accurate accounting records on all loan accounts, including balancing to the general ledger. Performs periodic audits and certification including GL, property taxes, collateral, insurance etc.
15. Overseas and reviews payments and advances processed by Loan Servicing. Confirms payment of taxes, insurance, premiums, etc. from the accounts in a timely manner and all payments and receipts are recorded properly.
16. Monitors the recordkeeping and storage of all loan documents including electronic filing and archiving, ensuring that loan papers are properly protected and that an efficient file maintenance system is maintained. Accountable for the security of loan documents, adequate back-up procedures, and disaster preparedness.
17. Manages daily activities of the Loan Operations staff assigning work, answering questions, solving problems, helping with complex transactions and sensitive customer relations problems, explaining policies and procedures to customers.
18. Manages employee performance by conducting performance evaluations and monitoring performance and productivity of staff.
19. Administers and develops policies, procedures and guidelines for loan servicing operations to ensure that department meets all compliance requirements.
20. Manages and ensures compliance with all Anti-Money Laundering (AML), Bank Secrecy Act (BSA), Office of Foreign Asset Control (OFAC), USA Patriot Act, Suspicious Activity Reporting (SAR), Customer Identification Program (CIP), Customer Due Diligence, Identifying High Risk Accounts, and works diligently with the Compliance Department.
21. Actively participates in required Bank training satisfactorily and on time – i.e., customer service training, compliance training such as BSA / AML Training, computer training, etc.
22. Maintains strict control and confidentiality over all non-public customer information in accordance with the Gramm-Leach-Bliley (GLB) Act, all applicable state regulations and the Bank’s Customer Information Security Policy.
23. Abides by the Bank’s Compliance Programs, as well as other compliance and security banking laws, rules and regulations.

MINIMUM REQUIREMENTS:
EDUCATION AND EXPERIENCE:
1. Requires Bachelors’ degree in Business or related field.
2. Minimum 6 years increasingly responsible experience in loan documentation and servicing in a financial services industry.
3. Requires 2 years in a supervisory role with leadership experience.
4. Requires in-depth computer experience with programs such as MS Word, Excel, etc.
SKILLS AND ABILITIES:
1. Thoroughunderstanding of law and regulations pertaining to loan documentation and maintenance.
2. Demonstrated ability to read and analyze financial data.
3. Excellent oral and written communication skills, and the ability to clearly and concisely express analytical conclusions and recommended actions with tact and diplomacy.
4. Demonstrated ability to successfully manage staff; efficiently handle heavy volumes of loans, and effectively work with all areas of the Bank.
5. Proficient with documentation and core processing systems such as LaserPro and Fiserv Navigator.
Bilingual:
Cantonese or Mandarin Speaking Preferred
