SUMMARY:

To assure a high standard of integrity in all Gaming Investigations and support services. You will assist the Tribal Gaming Investigator with whatever job-related task that may be given. To ensure the protection of Tribal assets and the safety and security of casino patrons and team members. Monitors the Casino’s overall day-to-day compliance with Federal, State, and Tribal regulations. Observes various gaming operations as they take place, reviewing appropriate records related to the various operating areas and inspecting physical aspects of the facility to verify the policies, procedures and system of internal controls are effective and in compliance. Responsible for investigating alleged criminal or civil violations by any person(s) on Casino property. Must be proficient in California Penal Code. Follows up on reported violations of policies, controls, regulations, and applicable law. Works closely with Casino Security, Casino Investigator, and TGC Surveillance staff.  Reviews gaming related complaints and evaluates merits of the same; resolves with Casino management valid Gaming related complaints and potential operating problems or liabilities. Must be able to interview proficiently. Must have strong report writing capabilities. Investigates actual or suspected criminal activities by casino patrons and employees.  Must be able to access and navigate the Casinos various computer software programs (i.e., slot data systems, player tracking systems, Title 31 tracking system etc.) Support staff in an efficient, effective, and diverse work environment.

               

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Performs excellent internal and external customer service at all times.


  • To ensure independence and impartiality of team members and patrons to whom you are investigating.


  • Maintains strict confidentiality on all departmental issues and investigations.


  • Conducts investigations involving criminal or civil matters occurring on Casino property as assigned by the Gaming Investigator. Forwarding findings to the Gaming Investigator and the Gaming Commissioners.


  • May be asked to assist the Gaming Investigator with Notice to Show Cause Hearings to include, planning, organizing, recording, and facilitation of Hearings. May be asked to compile and organize documentation, prepare evidence, and assist the Gaming Investigator with any aspect of the hearing as requested.


  • Assists the Gaming Investigator with the petition of workplace violence restraining orders and civil injunctions as needed. May be asked to attend court proceedings.


  • Ensure investigational files are properly structured, numbered and filed in accordance with the department’s numbering system.


  • Prepares and coordinates the release of materials to outside agencies. Ensuring timely and accurate information is shared with the authorized requestor. Responsible for tracking all releases utilizing the release numbering system utilized by the department.


  • Prepares patron self-exclusion files, processing requests in a timely fashion, informing Casino operational personnel as self-exclusions are approved by the Commission. Ensure notices are mailed out to the patron in a timely fashion.


  • Prepares all patron exclusion appeals, serving as the liaison between the requestor and the Commissioners. Coordinates the timely review of the appeals and the dissemination of the appeals determination by the Commission.


  • Reviews the Casino’s out-going asset requests forms, working with management to optimize the out-going value redirecting the assets to tribal programs, community-based programs, or recycling initiatives. Will ensure the TGC approved out-going asset procedure is adhered to.


  • Monitors the Gaming facility to assist in ensuring that the health, safety, and welfare of patrons and team members is achieved. Coordinates investigations with Surveillance, Security, Executive management, and law enforcement agencies (when appropriate and authorized by the Gaming Investigator or above).


  • Establishes and maintains close working relationships with Local, State, Federal, and Tribal regulators, and law enforcement agencies.


  • Utilizes necessary systems and equipment to identify, record, and document suspicious or unusual activities occurring at the facility.


  • Maintains a strong working knowledge of all rules and regulations of the Federal, State, and Tribal Regulations as well as the Casino’s system of internal controls.


  • Maintains a working knowledge of State and Federal enforcement codes.


  • Assists the Gaming Investigator in compiling data for monthly reports. In the absence of the Gaming Investigator, must be able to prepare and disseminate the Investigations Department’s Monthly report.


  • Protects Tribal assets and gaming integrity through factual, consistent, and thorough investigations.


  • Must be able to read and interpret information from the on-line slot data system reports, accurately transferring information into an investigative report.


  • Must have basic knowledge of criminal procedures and chain of custody evidence.


  • Must have good interview and interrogational skills. Must be able to conduct and facilitate frequent interviews during an investigation.


  • Performs any reasonable request made by the Gaming Investigator or Gaming Commissioners


  • Must attend a two (2) hours of sexual harassment training within 6 months of hire.

 

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:

Two (2) years of college (or 60 college credits) or technical school in the area of criminal law –or- two (2) years’ experience in law enforcement or regulatory agency in carrying out investigative duties. Or a combination of college and working experience (i.e., One (1) year of college with two (1) year of experience in law enforcement or regulatory agency. Four (4) years of casino experience in a supervisory position may substitute college, law enforcement and regulatory agency working experience.

AGE REQUIREMENT: Must be twenty-one (21) years old to apply.

SPECIAL QUALIFICATIONS:

Must be able to detect schemes and cheating activity aimed at the casino or customers. Must possess excellent observation and communication skills. Knowledge and experience conducting criminal, regulatory and personnel investigations.  Must have knowledge and experience obtaining written or recorded statements and possess good interviewing skills.  Must be well organized and possess good time management with the ability to multi-task, write detailed reports, and have adequate computer skills.


LANGUAGE SKILLS:

Ability to read, analyze, and interpret documents such as technical procedures or governmental regulations.  Ability to respond to inquiries or complaints from guests, regulatory agencies or Team Members.  Ability to write reports and correspondence.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, regulatory officials, and the general public.

 

MATHEMATICAL SKILLS:

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.

 

REASONING ABILITY:

Ability to apply commonsense reasoning to a variety of problems involving several concrete and abstract variables.  Ability to define problems, collect data, establish facts, and draw valid conclusions.

The employee must occasionally lift or move 50 lbs. Specific vision abilities of the job included close vision, distance vision, color vision, peripheral vision, depth perception, and ability to focus.  The noise level in the work environment is usually moderate.  When on the casino floor, the noise level increases too loud.  The Team Member is exposed to a smoke-filled environment when on the casino floor.

  • Successfully pass a suitability determination
