Union County is seeking an Assistant Facilities Director. This position assists the Facilities Director in planning, directing, and coordinating the maintenance and repair of County buildings and facilities in addition to capital projects.

ESSENTIAL FUNCTIONS

Assists the director to supervise, direct, and evaluate assigned staff, process employee concerns and problems, direct work, counsel, discipline, and complete employee performance appraisals.

Assists the director to coordinate daily work activities; organize, prioritize, and assign work; monitor the status of work in progress and inspect completed work; consult with assigned staff, assists with complex/problem situations, and provide technical expertise; resolves special or unusual requirements on projects.

Assists the director to develop and implement long and short term plans, goals, and objectives for the department; develops long term plans for capital improvements to buildings and facilities; establishes and implements a system for managing the maintenance and repair of buildings and facilities.

Assists the director with designs, renovation, and repair projects; estimates costs; writes maintenance/repair project specifications; reviews contracts and recommends bid awards; oversees contractor work for completeness, quality and compliance with specifications.

Participates in the maintenance and repair of buildings and facilities as needed; repairs and maintains electrical, plumbing, HVAC and carpentry systems; maintains lawns and landscaping, etc.

Assists the director to develop and implement the departmental budget, including staffing, maintenance and capital improvements; monitors expenditures and revenues to ensure compliance with the approved budget.

Maintains and purchases inventory of parts and supplies; ensures availability of parts and supplies needed to complete work orders; secures vendors and orders parts and supplies; reviews invoices and prepares vouchers; maintains related documentation.

Oversees the administration of the department’s safety program; conducts safety training and meetings; ensures employees follow all safety procedures.

Prepares or completes various forms, reports, correspondence, charts, spreadsheets, performance appraisals, CAD drawings, diagnostic reports, purchase orders, budget records, status reports, inspection checklists, cost analysis or other documents.

Receives various forms, reports, correspondence, logs, policies, procedures, directories, reference materials, electrical schematics and diagrams, building blueprints, architectural drawings, safety checklists, billing invoices, attendance records, time sheets, work orders, inspection reports, policies and procedures, road maps, product catalogs, equipment manuals, MSDS sheets, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate.

Communicates with supervisor, County employees, County Commissioners, consultants, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Operates a vehicle, a personal computer, general office equipment, mechanics tools, drill press, table saw, cutting torch, welder, lawn equipment, HVAC equipment, drafting equipment, power tools, hand tools, testing equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

MINIMUM QUALIFICATION

Vocational or technical training in plumbing, electrical, HVAC or other trade; supplemented by five (5) year(s) of progressively responsible supervisory experience in building or facilities maintenance or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Pennsylvania driver’s license.
