Schedule:Monday - Friday 9 am to 5 pm (Hybrid working schedule available)
Salary:Mid $60,000 - Low $70,000 / year
The Assistant Director of Affordable Housing will manage residential leases and housing subsidies and supervise and streamline the subsidy database to help maximize rental subsidy revenue. The Assistant Director of Affordable Housing stablishes and/or maintains relationships and collaborations with state and local, public, and private housing organizations. The Assistant Director provides operations staff with training and technical assistance in areas of housing, federal and state subsidy programs, and federal and state requirements for fair housing practices.
The essential job duties and responsibilities of the position include, but are not limited to, the information listed below:
  • Generate efficient methods for gathering, organizing, analyzing, and presenting data on leased properties, monitor and maintain subsidy expiration dates in coordination with divisional operations staff to maintain the subsidy database.
  • Monitor the reporting of DMH (Department of Mental Health), EOHLC (Executive Office of Housing and Livable Communities), and Vinfen-required leases and expenditure activities for DMHRSP.
  • Management of non-subsidized leases and locations.
  • Management of the Chapter 689/Housing Authority-owned properties and attendance of meetings.
  • Co-facilitates PRD (Psych Rehab Division) ACCS (Adult Community Clinical Services) Housing Coordinator Community of Practice meetings.
  • Develops and implements training and technical assistance for program staff.
  • Quarterly and monthly billing.
  • Ensures Vinfen's regulatory compliance with all state and federal housing subsidies.
  • Assist the Vice President of RE and Director of Affordable Housing with budget projections for pipeline housing projects.
  • Develops policies and procedures, as needed.
  • Performs other related duties, as assigned.

Chapter 689
  • Manage residential lease-related activities as outlined above for Chapter 689-funded properties.
  • Facilitate communication between DMH/DDS, housing authorities, Facilities and Operations management and staff; coordinate and attend EOHLC-mandated annual meetings.
  • Participate in licensing-related inspections, collaborate with Operations and Facilities staff and DMH/DDS to determine repair and maintenance responsibilities; communicate same with housing authority/owners.

N/A and Non-Subsidized Lease Activity
  • Lease Management of various non-subsidized units.
  • Negotiate lease renewals and aid Site Directors Dir of Affordable housing with budget compliance.
  • Facilitate and attend in person meetings at leased sites.

Quarterly and Monthly Billing
  • Prepare invoices to Landlords and Local Housing Authorities, etc.
  • Keep a record of collected payments and invoices.
  • Perform any necessary administrative duties, such as auditing and reconciling financial records.
  • Follow up on outstanding payments.
  • Create Accounts Payable vouchers (APVs) and statements of Cash Receipts (SOCR) as needed.
  • Process tenant rent invoices in LeaseCalcs / Agresso for payment on leased HUD 811 locations.
  • Track and process tenant MI/MO Security Deposit (SD) and manage SD master sheet.
  • Other duties relative to the leased HUD (Housing and Urban Development) 811 leased Housing Solutions program.
  • Other finance-related duties are required.

HUD 811 South Shore Group Home/Housing Solutions
  • Process monthly tenant rent invoices in LeaseCalcs / Agresso for payment on currently three HUD 811 locations.
  • Track and process tenant MI/MO Security Deposit (SD) and manage SD master sheet.
  • Other duties relative to the leased HUD (Housing and Urban Development) 811 leased Housing Solutions program.

Requirements
  • A bachelor's degree is required. A bachelor's degree in public administration or related- field is preferred.
  • A minimum of five to eight years' related experience is required.
  • Ability to establish and maintain effective working relationships with state and local, public, and private housing organizations, such as DMH, DDS, MHFA, EOHLC, MOH (Mayor's Office of Housing), MHP (Massachusetts Housing Partnership), MHB, MHASA, CHAPA, and CEDAC, municipal governments, and community-based organizations.
  • The ability to balance many competing priorities and take initiative is necessary.
  • Skills in organizing, analysis, and negotiation are desired.
  • Excellent communication, interpersonal, verbal, written and presentation skills are required.
  • Ability to work in a professional and confidential capacity.
  • Ability to exercise considerable judgment and make independent decisions.
  • Awareness of Vinfen's organizational, management and clinical practices.
  • Knowledge of personal computer applications and equipment, including database management.
  • Sensitivity to cultural, religious, racial, disability, and gender subjects.
  • Must be able to successfully pass a multistate CORI, reference check, employment verification, and education background check
