This position is responsible for supporting the Contractor Special Security Officer (CSSO) and Security Manager in the administration and oversight of the security program for IDA CCRP. Responsibilities include physical, program, communications (COMSEC) and personnel security (PERSEC) functional support of Special Compartmented Information Facilities (SCIF). Assists the Security Manager with daily activities within the SCIF and performs other work-related duties as assigned.
Physical Security:
1. Ensure compliance with security requirements to maintain security posture of assigned areas.
2. Assists with updating IDA physical security program to respond to new regulations, business circumstances, and inspection findings.
3. Ensures SCIF infrastructure, e.g., networks, systems, facility and countermeasures are in compliance with TEMPEST standards for SCIF accreditation.
4. Liaises and maintains relationships with accrediting agency staff and IDA personnel to ensure IDA is aware of and prepared for inspections and changes.
5. Assists in developing policies, procedures, physical security manuals and training programs.
6. Audits IDA safe and combination/custodian program, ensuring locks and combinations are tracked and protected.
7. Investigates potential security violations and documents results as directed.
8. Assists with the development, testing and implementation of IDA emergency response plans, Safety and Insider threat programs.
PERSEC/Program:
1. Prepares documentation to request accesses for all IDA CCRP current and pending staff (SF86).
2. Maintain accurate personnel files and track submissions in applicable databases.
3. Administer security indoctrination, refresher and debriefings as needed.
4. Keeps appropriate records and documentation regarding IDA Security programs to include relevant contractual documentation.
5. Prepare and track foreign travel and connections.
6. Submit visit requests and coordinate with external facilities in support of staff travel requirements.
7. Assist with developing and conducting Security Education, Training and Awareness (SETA) program.
8. Serves as alternate point of contact during CSSO absences for IDA staff and US Government authorities
COMSEC Custodian:
1. Serves as COMSEC custodian working with the COMSEC Manager to protect, maintain, and track Communications Security materials and equipment.
2. Access relevant systems and training to support day to day COMSEC activities.
3. Conduct inventories and briefings in support of COMSEC requirements and inspections.
4. Performs other duties as assigned.
Coordinates with division management and project leaders to ensure SCI tasks are supported and completed as directed by project sponsors.
Participates in the hiring process for security personnel, conducts performance reviews, recommends disciplinary actions as needed and resolves problems and discrepancies.
Maintains effective independent liaison with management and executive personnel in appropriate government and industrial organizations.
With guidance from the MCOA, works with IDA/CCRP leadership in addressing cross-functional issues and concerns. Works with the IDA Contracting Officer Representative on the preparation of the DoD Contract Security Classification Specification (DD 254) for the IDA contract and IDA classified subcontracts.
Minimum Requirements/Qualifications:
Bachelor's degree in relevant field and two years' experience or High School diploma and six years related experience in Special Security and communications security environments.
Experience with Intelligence community directives and/or related department of defense and government security regulations (CFR 117, ICD 705, DoDM 5105.21).
Must have discretion and proven customer service skills.
Demonstrated experience working in teams and/or matrix environment.
Ability to manage sensitive projects and coordinate activities within deadlines.
Strong interpersonal oral and written communication skills with demonstrated ability to work effectively with all levels of staff.
Highly organized and detail oriented.
Travel may be required.
Successful completion of a criminal background check is required.
Strong skills in using Microsoft Office or Linux and other office automation tools required.
Ability to obtain and maintain necessary security clearance.
