General Statement of Duties: A responsible position providing technical and office administrative assistance to the Collector of Revenue. Performs collection work through billing, collecting, and crediting of municipal taxes, interest, and fees. Performs accounting work in the billing, receiving and processing of Water Pollution Control Department customer transactions. Work performed requires that the employee have considerable knowledge of Connecticut State Statutes and skill and ability in revenue collection policies and procedures, accounting principles and practices, data entry and public contact.
Supervision Required: Reports to and works under the general supervision of the Collector of Revenue. Plans and organizes work according to standard office procedures.
Supervision Exercised: Provides general supervision to Senior Revenue Clerk and Revenue Clerks; assumes responsibility for office administration and facility in the temporary absence of the Collector of Revenue.
Essential Job Functions: Performs responsible accounting work in the functional areas of billing, collection, and record-keeping. Maintains financial records, including receiving, verifying and crediting of taxes and any special assessments and charges; issues receipts for over the counter collections; balances daily receipts to collection records; establishes priorities within work assignment; reports work accomplished to the supervisor; analyzes and recommends improvements to collection system as needed; prepares monthly reports, which include collections and receivables to date; performs arithmetic calculations, requiring absolute accuracy in examining, verifying, and collecting taxes, fees, and interest amounts; administers bad check follow-up procedure; prepares and files lien certificates and lien releases as appropriate; balances and reconciles Rate Books; provides information and assistance to attorneys, banking officials and members of the general public, including information on state tax laws, how the tax amounts are calculated, how interest accrues; and as requested, provides information to a taxpayer with regards to the amount of taxes paid in a calendar year for income tax purposes. Accepts and records cash, checks and other forms of payment for the Vernon Water Pollution Control, balancing each day, with remittance to the Water Pollution Control department each morning; records complex journal entries and postings related to sewer user and assessment billings and collections; account for all sewer fees, charges and other levies; transmits revised sewer billings to customers; updates property transfers; issues sewer permits; maintain utility software applications. Assigns, trains and leads clerical staff related to accepting and recording cash and check payments pertaining to parking tickets issued by the Police Department, balancing each day and forwarding the ticket report to the Police Department weekly; issuing and balancing daily the transfer station permits and punch cards; perform collection, balancing, and database maintenance for BLRWPCA assessments and user fees on a daily basis. Perform other duties as required; regular and punctual attendance.
Other Job Functions: Works closely with Assessment office and Water Pollution Control department in receiving, updating and verifying information; prepares routine correspondence and other materials without instruction; periodically prepares reports for other departments, collection agencies, or warrants for State Marshal; coordinates bank deposits with the Finance Department in the absence of the Collector of Revenue; operates computer and office equipment as assigned.

Specific vision abilities required by this job include close vision and the ability to adjust focus.

MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required: A working knowledge of tax and sewer collection statutes, ordinances, policies, and procedures; ability to explain tax and sewer policies and procedures and statutes to the general public; Knowledge of professional and municipal accounting, including accounts receivable, record keeping procedures, and budgeting principles and practices; knowledge of basic auditing principles and practices and the ability to use them to solve practical problems; knowledge of tax assessment policies and procedures; working knowledge of land records and other related legal instruments; ability to acquire a working knowledge of water pollution control business practices and procedures; ability to organize and maintain accurate accounting records, controls and billing systems; maintain confidential files and reports; knowledge of modern office equipment and to be proficient in use of a computer with an automated tax collection application, utilities application, MS Office, primarily in Excel and Word, and database software applications; ability to analyze situations and make decisions in working toward assigned objective; ability to prepare and interpret written material and reports in a clear and concise manner; must be resourceful, accurate and reliable; ability to establish and maintain effective working relationships with co-workers, customers and the public; ability to work in a team environment and independently; ability to work in a fast-paced, demanding environment; ability to adapt to change, be a self-starter, and demonstrate sound work ethics; and ability to provide general supervision to clerical staff.
A criminal background check and a financial/credit check are prerequisites.
Experience & Training: Bachelor's degree in accounting, business administration, public administration, or a closely related field, with at least three (3) years of experience in municipal collection, office accounting, or any similar experience. Any equivalent combination of education and related experience. Connecticut Certification as a Municipal Collector is desirable, with a requirement to obtain CCMC certification within three (3) years of being hired.
