The Tulare County Child Support Services Department initiates necessary court actions to establish responsibility for the support of minors. The department establishes legal paternity, enforces support orders, and collects Child Support payments from absent parents under the Social Security Act. The department also collects reimbursements of County funds used to support juveniles in out-of-home placements. The main office and administration is located in Visalia, with another office located in Porterville.
THE POSITION
Tulare County Department of Child Support Services (TCDCSS) Department is seeking an executive to join and lead our team of professionals, who are committed to the highest quality of public service. We are seeking an individual who desires variety, challenge, and growth in their employment, and who is dedicated to serving the residents of a geographically large, rural county in central California. The knowledgeable, experienced professional expected to be hired for this opportunity will communicate and collaborate with all divisions of the Department in order to plan, develop, analyze and direct a variety of specialized functions.
The primary focus of the Assistant Child Support Services Director position is to provide centralized administration, executive leadership, and operational direction to multiple department units. The Assistant Director has oversight of the department budget which has multiple funding sources, with complex contractual and compliance requirements. The TCDCSS Assistant Director must demonstrate the knowledge and ability to provide leadership and effectively communicate the vision and mission of Child Support and the responsibilities of assigned functions. Tulare County is seeking a candidate possessing a professional history demonstrating the following attributes and qualities:
- Experience that demonstrates a full and complete understanding of County government or private sector operations including, but not limited to, strategic planning, budgeting, and other administrative processes.
- Ability to monitor and direct a broad range of operations and programs with an emphasis on efficient delivery of service.
- Ability to collaborate and demonstrate effective communication with elected officials, other County departments, professional staff, and community members
- Experience and desire to develop, motivate, and supervise a large workforce.
- Ability to analyze complex administrative problems, develop innovative solutions and alternatives, present recommendations and implement solutions.
- Ability to think strategically and critically and recognize the issues associated with various consumers.
- Desire to work in a dynamic setting and the ability to balance multiple priorities.
- Ability to establish and maintain effective relationships, deliver public presentations, and communicate persuasively and effectively.
- Ability to negotiate agreements.
- Ability to develop and implement department goals, objectives, policies, and priorities.
Possession of Bachelor's in business or public administration, psychology/sociology or related disciplines; and three years' experience performing duties in a public agency of which two years were in a senior level administrative or management position. This may include responsible supervisory, administrative, or managerial experience relating to the planning, organizing, and directing of various functions of a local Child Support agency. Knowledge of Child Support programs at the federal, state, or local level, including the establishment, modification, and enforcement of Child Support orders; federal and state civil and criminal laws and regulations applicable to the delivery of Child Support Services; Child Support practices and procedures of the local courts is desirable, but not required.
COMPENSATION AND BENEFITSThe salary range for this position is $120,000 - $150,000 Annually*
plus Flexible Benefit Allowance (*see below)

THE COMMUNITY
