Job Summary
TITLE: Assistant, Associate, or Senior Engineer

REPORTING RELATIONSHIP:
Reports to: Engineering Manager of Irrigation/Stormwater
Supervises the following positions: N/A
DEFINITION: Under general direction, to plan, coordinate, and schedule civil engineering work involved in the planning, design, and construction of CVWD Irrigation, Drainage, and Stormwater facilities and to do related work as required.
Essential Functions
ESSENTIAL FUNCTIONS:
  1. Performs project management and contract administration for CVWD Irrigation, Drainage and Stormwater facilities. This includes preparation of bidding documents, Board authorizations, contract summaries, negotiations in changes in contract scope, resolution of claims, and other related items.
  2. Prepares estimates of quantities of materials. Prepares plans, profiles, maps and related drawings for construction projects. Prepares contract documents to be used in advertising construction projects.
  3. In coordination with the Development Services branch and Engineering Managers, meet with developers and outside engineers to discuss concepts and general requirements for new projects. Reviews proposed subdivision applications to determine conditions to be imposed by planning agencies.
  4. Reviews and approves flood management reviews in accordance with Riverside County Ordinance 458 for flood plain management.
  5. Help perform inspections of the canal, distribution system, drainage system and/or stormwater facilities in order to determine replacement needs of the facilities.
  6. Assists contractors, general public and other governmental agencies with questions relating to irrigation water availability and/or stormwater.
  7. Helps prepare annual budget for capital improvements for Irrigation/Drainage and Stormwater facilities.
  8. Review hydrology, hydraulic, sediment, and geomorphology reports submitted for proposed developer projects. Coordinates and manages on-call consultant for stormwater hydrology and hydraulic reviews.
  9. Coordinate and negotiate project work with developers, contractors, public entities, local groups, cities, and individual customers.
  10. Coordinate with right-of-way, survey, operations, inspections, consultants, and others pertaining to CVWD's Stormwater and/or Irrigation and Drainage facilities.
  11. Coordinates with right-of-way and U.S Bureau of Reclamation on Irrigation related abandonments, Consents, and License Agreements.
  12. Perform work related to Agricultural Water Conservation programs.
  13. Explains to the general public, and enforces necessary programs needed and required of CVWD.
  14. Presents the CVWD's rules, regulations, and general positions on a variety of issues to the general public in a clear, concise, and professional manner.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
License/Certificates: Valid California Operators license issued by the State Department of Motor Vehicles. Department of Motor Vehicles driving record may influence employment or classification.
AND
Possession of a valid License as a Professional Engineer in Civil Engineering in the State of California is required for Associate and Senior Engineer.
Possession of a valid certificate of registration as a Certified Construction Manager, (CCM). Must obtain a CCM registration within three years of hire.
Education and Experience: Any combination of training and experience that would likely provide the required knowledge and abilities. Depending on knowledge, experience and level of responsibility will determine the Assistant, Associate or Senior position. A typical candidate would have successfully completed a four year degree program from a recognized college or university with a major in civil engineering, agricultural engineering, or a closely related field.
Certificates, Licenses, Registration and Other Requirements
Knowledge of:
- Principles and practices of civil engineering and agricultural engineering.
- Technical report writing.
- Design of hydraulic structures used in irrigation systems and flood control.
- Principles and procedures of irrigation water transmission, distribution and storage.
- Operational procedures and maintenance procedures utilized in irrigation water systems.
- Mathematics, design methods, uses and strengths of construction materials, standard specifications, and pertinent regulations related to the design and construction of irrigation, drainage, and stormwater facilities.
- Principles and practices of surveying and construction inspection including methods, materials, practices, equipment, laws, and safety requirements related to agricultural/civil engineering.
- Project Management.
- Computer programs including HEC-RAS, HEC-HMS, spreadsheets, and project management.
- The National Flood Insurance Program.
Abilities:
- Plan, organize, and perform engineering work in the design and construction of CVWD Irrigation, Drainage and Flood Control facilities.
- Prepare engineering estimates, plans, and specifications for proposed CVWD projects and conduct technical engineering research work.
- Perform complex engineering work in the design and construction of CVWD Irrigation, drainage and stormwater structures and facilities.
- Analyze and make recommendation on the need for replacements, relocations, and abandonment of CVWD Irrigation, Drainage and Stormwater facilities.
- Prepare detailed analyses and comprehensive technical engineering reports and recommendations.
- Work cooperatively with others.
- Communicate effectively both verbally and in writing.
- Work under time constraints.
