Under regular direction and in compliance with standard operating procedures and policies, assists in repair and installation of pavement to include repairing potholes, installing and repairing driveway tie-ins, street shoulders, and cuts. Assists in leading a crew, fills-in in absence of immediate supervisor, and assists in oversight and training of less experienced employees. Operates paving tools and equipment. Operates heavy equipment such as backhoe, trackhoe, etc., in performance of job duties. Directs traffic at worksites and performs preventative maintenance inspections on equipment. Works during inclement weather conditions (e.g., snow/ice, heavy rain/flooding, etc.) to clear and maintains roads and walkways. Assists other departments with general installation, maintenance, and cleaning projects as assigned. Subject to on-call availability and overtime.

- Perform Asphalt Installation: Assists in leading a crew, fills-in in absence of immediate supervisor, and assists in oversight and training of less experienced employees. Utilize various equipment such as jack hammers, mixers, chainsaws, concrete/asphalt saws, plate tamps, lutes, pressure washers, blowers, hammer drills, and basic hand tools in performance of job duties to include tearing out old asphalt and preparing sub-base. Saw cut or jack hammer around potholes in the road before asphalt application. Remove asphalt and fill with new asphalt with proper compaction. Patch utility cuts. Make sure compaction of subgrade is correct and edges are cut square. Place asphalt and lute to get smooth; roll and/or tamp to proper compaction.

- Operate Specialized & Heavy Equipment: Drive asphalt patch truck or dump truck to asphalt plant to pick up materials. Use rollers, tamps, lutes, and hand tools to accomplish repairs. Conduct daily inspections of all equipment and clean after use to maintain in proper working order. May operate backhoes, trackhoes, skid steers, and other heavy equipment needed to remove old asphalt and prepare sub-base for new asphalt.

- Provide Traffic Control: Evaluate jobsite and traffic pattern making note of possible safety issues that may arise. Follow South Carolina Department of Transportation (SCDOT) guidelines to initiate a traffic control plan. Put up signs, cones, barricades, and arrow-boards as necessary to route traffic safely around or away from jobsite.

- Ensure Safety: Proactively identifies, removes and/or reports potential safety hazards. Take steps to address, remove, or report hazardous conditions or items. Comply with City, state, and federal safety procedures and protocols in the performance of job duties. Ensure safety of equipment and property.

- Support Inclement Weather Operations: Work outside of regular schedule, throughout inclement weather conditions (i.e., snow and ice) by operating salt spreaders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Mix sand and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.

Job Requirements
- High school diploma or equivalent.
- Over two (2) years of experience in a public works, utility, or construction field.
- Associate degree in construction engineering technology or related field may be substituted for one (1) year of experience.
- FEMA training and certifications ICS 100, 552 and 700 within three (3) months of hire.
Driver's License Requirements
- Valid South Carolina Class B CDL at hire.
- Valid South Carolina Class A Commercial Learner's Permit (CLP) within three (3) weeks of hire.
- Valid South Carolina Class A CDL with air brake provision and tanker endorsement within three (3) months of hire.
Performance Requirements
Knowledge of:
- Safe equipment operating practices/procedures.
- Department of Transportation work zone safety measures for traffic control.
- Confined space equipment set-up and trenching and shoring safety equipment.
Ability to:
- Serve as a project or team lead.
- Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.
- Read and understand maps in multiple formats, as well as orient locations, equipment operating manuals, Safety Data Sheet (SDS), policies, and other reference materials.
- Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.
- Write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.
- Operate heavy CDL equipment such as dump trucks, excavator, and asphalt repair trucks.
- Operate light equipment such as mowers, jack hammer, saws, forklift, rollers, pipe laying equipment, utility vehicles, various hand and power tools, etc.
- Operate snow and ice equipment during inclement weather.
- Utilize smart tablet, portable radio, phone, or other communication devices.
- Utilize specialized software and systems to include work management system.
Working Conditions
Primary Work Location: Outdoors.
Protective Equipment Required: Hard hat, mask, safety glasses, ear protection, safety shoes, safety vest, and gloves.
Environmental/Health and Safety Factors:
Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, respiratory hazards, noise and vibration, physical hazards, communicable diseases, as well as, mechanical, chemical, electrical, and fire hazards. Seasonal exposure to wetness and/or humidity.
Physical Demands:
Continuously requires hearing, vision, carrying, handling/grasping, lifting, pushing/pulling, reaching, twisting, bending, crouching, standing, and walking. Frequently requires talking, crawling, kneeling, and foot controls. Occasionally requires fine dexterity, climbing, balancing, and sitting. Heavy strength demands include exerting up to 20 pounds constantly, 20-50 pounds frequently, and 50-100 pounds occasionally.
Mental Demands:
Frequently requires frequent change of tasks, performing multiple tasks simultaneously, tedious or exacting work, noisy/distracting environment, emergency situations, and working closely with others as part of a team. Occasionally requires time pressures.
