Job description

This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); NAS Pensacola. Incumbent serves as a Program Manager in the Branch and assists with the oversight of Aquatics Department.Qualifications:

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Knowledge that enables the employee to competently and independently carry out fitness, aquatics, and/or sports programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served.
  • Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications.
  • Knowledge of both, NAF, and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management.
  • Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs.
  • Knowledge of the roles of the lifeguards during a coordinated rescue scene for the safety of the rescuers and the victim. (Aquatics Program Manager Only)
  • Knowledge of the beach environment (e.g., marine life, beach and water hazard) is required for waterfront lifeguard positions. (Aquatics Program Manager Only)
  • Knowledge of and ability to conduct pool chemical testing and adjust chemical imbalances and document the results. (Aquatics Program Manager Only)
  • Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and/or aquatics activities and/or individual and team sports which meets the needs of the participating community.
  • Skill in effectively organizing and utilizing available community resources.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to perform the full range of supervisory duties.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively both orally and in writing.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education: The Aquatics Program Manager is a supervisory position responsible for development and oversight of aquatics programming. While elements (a) through (c) are preferred, a combination of two of these elements may sufficiently qualify an individual to perform their duties as program director:
a) a four-year degree in recreation or a related field;
b) instructor certification as a lifeguard, water safety instructor and International Life Saving Federation
or Red Cross Waterfront (waterfront only) certification in accordance with MWR policy; and
c) at least three years of experience in the industry.
Incumbent must possess and maintain:
  • CPR for the Professional Rescuer and Emergency Response through the American Red Cross or
  • equivalent

The following certifications are preferred:
  • Lifeguard Instructor
  • Water Safety Instructor
  • Certified Pool Operator
  • American Red Cross Small Craft Safety Training
