About the Role:

EOHHS is seeking to hire an Application Lead to join the Massachusetts Department of Public Health (DPH) Budget Office. The Application Lead will ensure that the Budget Office applications are maintained, modified, and supported with EHS-IT policies and procedures. The incumbent will work closely with the Business units at DPH and EHS Information Technology leadership to proactively identify, develop, and drive short-term and long-term application strategies. The Application Lead will be responsible for understanding the specific IT goals, needs, budgets, and interests of the business bureau/program and how these relate to their specific applications portfolio while ensuring compliance with IT policies and procedures.

 

The primary work location for his role will be at 250 Washington Street, Boston, MA 02108. The work schedule for this position is Monday through Friday, 9:00 AM - 5:00 PM EST, with flexibility and as based on operational needs.

 

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

 

Duties and Responsibilities:

  • Diagnose problems with accounting systems and tracking modules and provide solutions and communicate fixes to other groups
  • Assist in the ongoing maintenance and improvement of various accounting tracking modules and assist the Accounting Office with federal grant management requirements
  • Serve as Division Local Area Network Coordinator and Web Liaison
  • Develop, analyze, and provide reports form the accounting systems and tracking modules for users as needed
  • Develop, enhance, maintain, and provide end user systems in ACCESS, SQL, Visual Basic, or other related database management systems
  • Analyze requests for the development or modification of tracking modules (databases) by consulting with users, technical personnel, and contractors as required
  • Design and modify tracking modules (databases) to accommodate user needs through observation and analysis of existing database systems, if applicable, and review of written materials; prepare systems and program specifications
  • Provide ongoing management of tracking modules (databases) to ensure smooth operational flow of data as well as developing and implementing corrective procedures as needed
  • Test database operations by preparing test plans and data, conducting test runs, reviewing input and output for data accuracy and validity, determining causes of problems or failures, and making necessary changes to ensure the validity of the database prior to rollout
  • Develop and document procedures for database management including the use, update, and maintenance of application software and data files as well as security and control procedures
  • Analyze computer application systems to determine how they can be used to resolve users' needs, and consult with users, technical personnel, and management, as necessary
  • Train relevant accounting and DPH personnel in the utilization of accounting application systems and tracking modules
  • Work closely with EOTTS and IT staff at the Comptroller's Office to implement new interface and software requirements
  • Other related duties

 

Preferred Knowledge, Skills, and Abilities:

  • Four (4) years of experience in application design and programming, with SQL and JavaScript experience preferred
  • Knowledge of relational database design
  • Knowledge of client-server concepts
  • Knowledge of the types, concepts, methods, techniques, and applications of electronic data processing
  • Knowledge of mathematical techniques used in solving electronic data processing problems and operating systems
  • Knowledge of the methods and techniques used in organizing work processes and functions to facilitate the use of computer methods
  • Ability to analyze and debug computer programs and to analyze application requirements
  • Ability to develop and document application requirements and specifications
  • Ability to analyze and determine the applicability of electronic data processing data, to draw conclusions and make appropriate recommendations
  • Ability to understand and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activities
  • Highly organized and able to maintain detailed documentation on processes, standards, and projects
  • Exceptional time management and prioritization skills, with the ability to effectively delegate and multi-task
  • Strong analytical skills, with the ability to independently analyze requests to set realistic customer expectations based on competing demands
  • Creative problem-solving and critical thinking skills
  • Excellent verbal and written communication skills; presentation and leadership skills
  • Ability to collaboratively work and communicate with technical and non-technical staff, as well as upper management

Education and Certifications:

  • Bachelor's Degree in Computer Science, Information Technology, Business Administration, or other related field, or equivalent work experience

Minimum Entrance Requirements:
Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in electronic data processing, of which (B) at least three years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.
SUBSTITUTIONS:
I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*
IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.* 
V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming maybe substituted for a maximum of one year of the required (A) experience.*
VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.
*Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitution will be allowed for more than two years of the required (A) experience.
NOTE: No substitution will be allowed for the three years of the required (B) experience.
