The Office of the Secretary of State is recruiting to fill a permanent full-time Information Technology Specialist II position in the Information Technology Division (ITD).
Under the general direction of the Section Chief, Business, Executive Applications and Registry System (BEARS), the IT Specialist II (Application Engineer) works independently as the technical expert on the most complex software systems and projects and serves as a technical and project leader on activities related to development and maintenance of application services and technologies. The successful candidate supports the most complex enterprise application design and development efforts which may include planning, analysis, design, development, testing, deployment, user training, and troubleshooting. The Application Engineer will lead and grow the adoption of Application Lifecycle Management tools including Azure DevOps and application security tools. The Application Engineer will advocate, evangelize and mentor developers across the Software Engineering Applications Branch on software development practices to improve the reliability and efficiency of delivered applications.
Desirable Qualifications:
- Bachelor's degree in computer science, management information systems or equivalent; and/or 2 years IT experience as a lead application developer.
- Experience developing software within the Microsoft.net platform, including ASP.net, ASP.net Core.net Core, and legacy .net framework.
- Experience with web application design frameworks, such as those including HTML, CSS, and JavaScript and modern frameworks that deliver responsive, accessible sites.
- Experience with relational database design and development using platforms such as Microsoft SQL Server or Oracle
- Ability and experience to lead application teams and mentor other developers on technologies, products, and procedures.
- Experience and knowledge of Application Lifecycle Management products such as Azure DevOps and concepts such as Continuous Integration, version control, and build automation.
- Experience and training in Agile software development
- Ability to communicate and express ideas clearly with both internal and external audiences in written and verbal forms.

Working Conditions
This position is primarily in a telework environment with occasional in office work as needed. The incumbent may be required to respond or work off business hours as determined by the operational needs of the Secretary of State.
