Job description

Background
The Application Database Administratorworks within NOAA's Northeast Fisheries Science Center’s (NEFSC) Data and Information Systems Branch (DIS) Development Teams, and participates in designing, developing, testing, debugging, delivering, and maintaining data information systems in support of regional fisheries monitoring and research efforts. DIS Development Teams are aligned to deliver data information systems consistent with NOAA/NMFS/ Office of the Chief Information Officer (OCIO) and the NEFSC Information Technology Division (ITD) security and organizational requirements. DIS Development Teams capabilities include web applications, desktop applications, application programming interface (API), databases, and mobile applications.

This position reports to NEFSC offices in Falmouth and Woods Hole, MA, but is eligible for 100% remote work.

Tasks include the following:

  • Provides lifecycle support of applications and ensures compliance of NEFSC/FMRD baseline policies and procedures and data standards and governance.
  • Designs, develops, tests, debugs, delivers, and maintains data information systems in support of NEFSC fisheries monitoring and research efforts.
  • Prepares comprehensive test plans for codebases and recommends corrections to DIS.
  • Resolves challenges with software and responds to suggestions for improvement and enhancements on a continual basis throughout the SDLC.
  • Executes performance monitoring, incident and problem management, change and configuration management, and service level performance for DIS projects.
  • Revises existing data and information systems and procedures to correct deficiencies and maintain more effective data handling, conversion, input/output requirements, and storage, among others.
  • Provides application support to DIS, including responding to technical inquiries, software rationalization and lifecycle management, performing routine monitoring, tuning, and audits of data and information systems.
  • Provides application maintenance and troubleshooting including coordinating and implementing application patches, upgrades, and configuration changes.
  • Assists with business continuity, disaster recovery planning and testing, and configuration documentation.
  • Analyzes data and information systems and audit logs and identifies potential issues.
  • Maintains all code using Git and Github or NEFSC standard.
  • Utilizes Agile Development in cooperation with DIS Development Team members, both Federal and contract employees, and participates in daily Scrum and bi-weekly Sprint close/open.
  • Coordinates with NEFSC Federal and contract employees where necessary to communicate application development impacts on baseline infrastructure systems governed by the CCB, and other entities that manage changes to the overall NEFSC IT infrastructure.
  • Works in concurrence with the NEFSC IT Security Officer (ITSO) to maintain and implement security requirements.
  • Creates and maintains technical and user documentation for all developed applications.
  • Contributes to/and maintains documentation for a Standard Operating Procedures (SOP) library in the areas of software development for all DIS projects.

Required Skills

4+ years' demonstrated experience in application development or a related field leading to the following:

  • Comprehensive and proficient knowledge of platforms, operating systems including Windows, systems architectures, programming languages, software system design, and requirements analysis.
  • Possess excellent written and oral communication skills.
  • Detail oriented and organized with strong analytical skills.
  • Demonstrated success working in a dispersed team environment that includes flexibility, coordinating with the work of others, and facilitating interactions among team members with diverse skill sets.
  • Proficiency with Oracle and PL/SQL required
  • Experience with JavaScript, HTML, CSS, PHP, C, C++, C# .Net, Java, Python, Codeigniter, Laravel, React, Vue, Progressive Web Applications, modern web browsers and DOM manipulation, Android, Oracle APEX, SQL Developer, Linux, MySQL, SQLite, IndexedDB, MongoDB, PostgreSQL, AWS, Google Cloud Platform desired.
  • Agile development experience such as Scrum or similar methodology desired.

Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Education
BS\BA in Computer Science, related field, or equivalent.
