Job description

This position will work full time, in person, out of our office in Morton, PA. We cannot accommodate virtual employees.
PURPOSE OF POSITION
The job of Application Support/Programmer was established for the purpose/s of creating, maintaining, and supporting software applications, writing custom reports utilized by the DCIU and providing support to internal and external customers as needed, developing and maintaining organizational databases, developing and modifying database interfaces as needed, and developing and maintaining tools for internal and external information exchange.
ESSENTIAL FUNCTIONS
  • Develop and maintain tools to collect distribute and submit information (e.g. student information from the districts and charter schools; annual district salary surveys, Early Intervention aggregate count, etc.) for the purpose of satisfying the PDEs semi-annual special education child count process, Federal tables, and other agencies' requirements.
  • Communicate with internal and external clients for the purpose of understanding and resolving client needs and issues.
  • Design custom reports, new databases for the purpose of meeting user's needs and supporting the DCIU.
  • Develop input forms and training materials for various databases (e.g. Child Accounting, HR, etc.) for the purpose of collecting data in a consistent manner throughout the organization.
  • Develop, maintain, modify, and support various databases (e.g. School Age, Early Intervention, Options, etc.) for the purpose of keeping them current and applicable for the intermediate unit.
  • Maintaining health and security of organizational databases (e.g. security management, performance tuning, user and access management, capacity planning, database optimization, documentation, etc.)
  • Monitor and upgrade business software applications for the purpose of insuring system maintenance for DCIU and external clients.
  • Remain knowledgeable of current technologies and database designs for the purpose of improving proficiency with data bases and report writers in order to effectively support the DCIU.
  • Support various software packages (e.g. HR and Finance, Child Accounting/IEP - IEP Writer, etc.) for the purpose of maintaining relevant and useful software to support users.
  • Work with outside vendors to coordinate software releases, training and updates for the purpose of keeping software up to date and compatible with our network.
  • Attend vendor user group meetings and state conferences (e.g. ACAPA, EPAITDM, etc.) for the purpose of keeping current on state requirements.
  • Coordinate Job alike meetings in relation to Application Support with Regional Districts for the purpose of communicating with and updating county IT personnel as needed.
  • Maintains best practice procedures for all applications for the purpose of supporting internal and external clients.
  • The employee will be required to perform any other position-related duties requested by the supervisor.

KNOWLEDGE & SKILL REQUIREMENTS:

KNOWLEDGE is required to perform advanced math; understand written procedures, write routine documents, and speak clearly; and solve practical problems. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: extensive knowledge and experience working with relational databases, operating systems, and networks; some knowledge of special education concepts and principals.
ABILITY is required to schedule activities; routinely gather, collate, and/or classify data; and consider a variety of factors when using equipment. Flexibility is required to analyze data utilizing defined but different processes; and operate equipment using a variety of processes. Ability is also required to work with a diversity of individuals; work with data of widely varied types and/or purposes; and utilize a variety of types of job-related equipment. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is moderate to significant. Specific ability-based competencies required to satisfactorily perform the functions of the job include: maintain confidentiality of sensitive student and employee information; ability to analyze problems, plan and implement solutions; excellent verbal and written communication skills.
Education Required: Associate and/or Vocational School degree with study in job related area or equivalent work experience.
Experience Required:
  • Excellent verbal communication, problem-solving, and active listening skills.
  • Minimum of three (3) years of job-related experience.
  • Computer skills including Microsoft Word, Excel, Outlook, and Internet.
  • Interpersonal skills: ability to foster teamwork and motivate/coach others.
  • Make optimum decisions under pressure and time constraints.

Prefer:
  • Experience with Data Management tools such as Power BI or Tableau
  • Experience with database administration
  • Experience with programming languages such as Visual Basic and C#.Net

Other Qualifications: 5 or more years of progressively responsible related experience in information systems acceptable in lieu of a college degree.
