The Eugene Police Department is looking for an individual passionate about Animal Welfare and an interest in law enforcement, to fill an Animal Welfare Officer position. The Animal Welfare Officer responds to calls for service involving animal cruelty, neglect, abandonment, animals at large, dangerous dogs, and lost, stray, sick or injured animals. In addition to enforcing the city's animal ordinances and other related laws; the Animal Welfare Officer will capture and transport animals to the shelter; assist police on applicable calls; and provide education and outreach to the public.
Salary Range: $24.03 - $30.67 hourly / $49,982.40 - $63,793.60 annually

Work Schedule: This position currently works a 4/10 shift (4 ten-hour shifts weekly). Schedule may include weekends and holidays. Schedule is subject to change, and could be modified to a 5/8 shift (5 eight-hour shifts weekly) or other schedule complimentary to Patrol. Must reside in the state of Oregon and be able to report onsite for work as needed in Eugene, OR to meet business needs

  • Patrols the city for compliance with animal ordinances, responds to calls for service from the public involving animal cruelty, neglect, dangerous dogs, animals at large, lost, stray sick and injured animals, and barking dogs.
  • Captures stray, vicious, injured or sick animals; returns animals to owners if possible or transports animals for impound to the shelter.
  • Works closely with partner agencies contracted to operate the shelter and provide medical care to the animals under the city's care.
  • Gains the public's compliance with the city dog licensing requirements through education and enforcement.
  • Answers inquires and educates the public on city ordinances and provides general pet care and responsible pet ownership information.
  • Works daily with animals of varying sizes and temperament, handling them in a humane and a respectful manner.
  • Investigates and cites for violations and criminal offenses of the animal ordinances and other related animal law. Includes interviewing witnesses and involved parties, taking statements and photographs, and seizing animals. Prepares court cases and prosecutes violations related to the city's animal ordinances. Participates in court preparation and testifies in municipal and circuit court for criminal cases.
  • Writes reports and maintains investigative records and evidence in accordance with department policy.
  • Collaborates with sworn personnel on investigations into animal crimes. Assists sworn personnel on police calls; impounding pets in cases where an owner is deceased, arrested or experiencing a medical emergency.
  • Prepares and presents Animal Welfare presentations to schools, clubs, agencies, media and the general public.
  • Assists and coordinates with other City departments, law enforcement agencies and private organizations in special assignments regarding animal-related issues and to provide comprehensive enforcement of the law. actively supports and respects diversity n the workplace and helps create a supportive workplace for all employees.
  • Performs other duties as assigned (of a similar nature or level) as required by management to meet the needs of the department.

Minimum Qualifications:
Experience: Requires one year of full-time experience related to Animal Welfare and/or law enforcement.
A typical way to meet this minimum qualification could include experience in animal field enforcement, animal shelter services, veterinary services, or other similar animal experience of an equivalent level that could provide the knowledge and skills to perform the essential duties of the job. One year of full-time (or a number of years of part-time experience equivalent to one year full-time) volunteer Animal Welfare experience can be used to meet the one year Animal Welfare requirement in conjunction with at least one additional year of other paid work experience that includes public contact/customer service as a primary job function.

Education: High School diploma or G.E.D. equivalent.
Certifications: Possession of, or ability to obtain, and maintain the following training and certification within two years of appointment:
Level 1 and Level 2 training and certification by National Animal Control Association as an Animal Control Officer.

Oregon Driver's License (ODL)
Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).Work in this class is done generally in an outdoor environment. Required physical labor, including frequent walking, bending, stooping, kneeling, crawling, climbing, running and ability to push, restrain and carry heavy and bulky animals up to 60 pounds. Ability to lift heavy animals up to 100 pounds occasionally. Some duties may involve exposure to adverse weather condition, noise, dust and hazardous chemicals and locations. Employee may be exposed to dangerous and diseased animals. Position may require wearing protective equipment and clothing. Requires operation of a motor vehicle on public roads in all types of weather conditions.
