DESCRIPTION OF WORK

The City of Rocky Mount Police Department is seeking a highly qualified individual to join our team as an Animal Control Officer .

REPORTS TO:
The Animal Control Supervisor assigns work in terms of general instructions.

JOB SUMMARY: The Animal Control Officer is responsible for the enforcement of ANIMAL CONTROL ordinances. The Animal Services Unit was formed to maintain stray, diseased, nuisance and at-large animals within the corporate limits of Rocky Mount. Animal Control Officers will assist Police Officers in various aspects of situations that involve ANIMAL CONTROL and evictions of animals.

HOURS: 40 hours per week; Monday - Friday. Varied with some call-outs on nights, weekends and holidays.

JOB REQUIREMENTS

  • Captures and transports domestic and wild animals.

  • Maintains animal shelter records; completes required reports.

  • Investigates complaints of ANIMAL CONTROL violations.

  • Assists in the maintenance of animal shelter facilities.

  • Collects fines and fees for ordinance violations, adoptions, and animal reclamations.

  • Enforces City ANIMAL CONTROL ordinances; responds to complaints; obtains warrants and testifies in court.

  • Performs specialized investigations as necessary, including public nuisance, animal cruelty, and dog fighting investigations.

  • Assists Police Officers on raids involving animals; responds to evictions involving animals.

  • Sets traps to capture animals.

  • Euthanizes animals as appropriate.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

  • Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.

  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an
    apprenticeship/internship or having had a similar position for one to two years.

  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

  • Preferred qualification of candidate(s) would be highly experienced ANIMAL CONTROL OFFICER with (2-4 years) in the field of animal services, to serve as lead ANIMAL CONTROL OFFICER.

  • Knowledge of the tools and techniques involved in ANIMAL CONTROL activities.

  • Knowledge of animal characteristics and behavior.

  • Knowledge of City ANIMAL CONTROL ordinances.

  • Skill in preparing clear and accurate reports.

  • Skill in establishing cooperative and productive working relationships.

  • Skill in setting priorities for competing projects.

  • Skill in performing mathematical calculations.

  • Skill in operating computers and other standard office equipment.

  • Skill in interpersonal relations.

  • Skill in oral and written communication.


SUPERVISORY CONTROLS:
The Animal Control Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include North Carolina General Statutes; department rules and regulations; City policies and procedures; local, state, and federal ANIMAL CONTROL laws; and guidelines regarding the euthanizing of animals. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY: The work consists of related ANIMAL CONTROL ordinance enforcement duties. Inclement weather conditions, dangerous animals, and dissatisfied citizens contribute to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to enforce ANIMAL CONTROL ordinances. Success in this position contributes to health and safety of area citizens and animals.
PERSONAL CONTACTS: Contacts are typically with other City staff; veterinarians; human societies; community groups; animal rescue organizations; and members of the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, bending, crouching, or stooping. The employee frequently lifts light and heavy objects and uses tools or equipment requiring a high degree of dexterity.
WORK ENVIRONMENT: The work is typically performed in an office, an animal shelter, and outdoors. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, irritating chemicals, cold or inclement weather, and potentially dangerous animals. The work requires the use of protective devices such as mask, goggles, or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
