Description and Essential Functions
To plan, organize, direct and supervise animal shelter/kennel maintenance and operations within the Chula Vista Animal Care Facility; to receive, impound and care for animals at the Animal Care Facility; to administer vaccines and treatments, euthanize and dispose of animals brought to the Animal Care Facility; to provide assistance to the Animal Care Facility Manager; and to perform a variety of technical tasks relative to assigned area of responsibility.
Essential Functions
Functions may include, but are not limited to, the following: Plan, prioritize, assign, supervise and review the work of staff involved in performing animal shelter/kennel maintenance and operations work; train assigned staff and other support staff in work procedures; conduct training of new personnel; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities; recommend and assist in the implementation of goals and objectives; establish schedules and methods for animal shelter/kennel maintenance and operations; implement policies and procedures; assist in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications; monitor and control expenditures; participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints; receive, handle and kennel animals of all species including those of unknown temperament, aggressive, sick and injured animals; maintain the shelter and premises in a sanitary condition and good repair; clean kennels and department vehicles as needed; care for and feed impounded animals; assists in the procurement of animal food and supplies; properly identify sex, age and breed of animals in the facility; complete and maintain records; prepare reports as needed; assist in performing medical and behavioral examination of animals including administering medical treatment to shelter animals; assist with surgical preparation for spays and neuters; identify potentially adoptable animals; oversee prospective adopters in pet play area; provide information regarding the animal and its temperament; conduct tours of the facility; evaluate animals daily on euthanasia list; euthanize animals by injection in accordance with established policies and procedures; dispose of diseased and unclaimed animals; assist in conducting rabies clinics; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; and perform related duties as assigned.
Minimum Qualifications
Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: three (3) years of increasingly responsible experience working with animals in an Animal Care facility, veterinary hospital or boarding kennel, including one (1) year of lead or supervisory experience AND education equivalent to the completion of the twelfth grade supplemented with specialized training in Animal Care.

Ability to: organize, implement and direct animal shelter/kennel operations and activities; on a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures; interpret and explain pertinent City and department policies and procedures; assist in the development and monitoring of an assigned program budget; develop and recommend policies and procedures related to assigned operations; communicate clearly and concisely, both orally and in writing; supervise, train and evaluate assigned staff; properly handle and care for animals; humanely euthanize animals according to department protocols; dispose of diseased and euthanized animals; clean and disinfect shelter enclosures, cages and other related operational equipment or areas; distinguish between healthy and ill animals; recognize aggressive or frightened animals; operate computer equipment and software applications related to assignment.; establish and maintain effective working relationships with those contacted in the course of work; and work with various cultural and ethnic groups in a tactful and effective manner.
Physical Demands and Working Conditions
On a continuous basis walk, stand, bend, crouch or stoop, sit for varying periods of time; use hands and fingers to grasp and use various types of animal restraint and capture equipment and tools; must be able to perform euthanasia on animals; make repetitive hand and body motions; twist and reach below and above shoulder. Communicate over a radio, or telephone; hear communications via radio, telephone or in person; respond to inquiries; use a computer keyboard. Must be able to lift with assistance and carry injured or dead animal weighing up to 125 lbs.; see in the normal vision range with or without correction; hear in the normal range with or without correction.
Work is performed in both indoors and outdoors with exposure to varying weather conditions when in the kennel areas. Frequent exposure to loud animal noises, odors, pet dander, diseases and dangerous animals. Daily contact with a variety of domestic and wild animals that can result in exposure to potentially hazardous or volatile situations; may be exposed to cleaning chemicals used daily to disinfect kennel areas along with exposure to animal body fluids in caring for animal needs.
