MISSION OVERVIEW
The primary objective is to leverage data-driven approaches, analytical methodologies, and coordinationmechanisms to improve the strategic decision-making processes within the employeer and the broader humanitarian community. By applying assessment techniques, analytics, and coordination strategies,the aim is to enhance the efficiency, efficacy, and impact of humanitarian response efforts, ultimatelyleading to better outcomes for affected populations.The scope of work entails providing comprehensive assessment, analytics, and coordination services to support the objectives of the Employer in enhancing the quality andeffectiveness of humanitarian response strategies. This includes offering technical guidance, conductingdata analysis, advising on program implementation, and facilitating coordination efforts both internallywithin and externally with partner organizations.
Period of Performance: Five (5) years, tentatively starting 145 days from the closing date.
Place of Performance: USAID/Washington
Role and Responsibilities: As an Assessment, Analytics, and Coordination Advisor, the incumbent will be responsible for:
- Providing technical advising services to the department's geographic teams and other headquarters (HQ) teams, assisting in the coordination and delivery of these services, and advising on investment in data, information management, coordination, and technology projects.
- Conducting technical reviews of proposals related to data, analytics, and assessments within assigned geographic portfolios, and contributing to the development of data decision support requirements and dashboards.
- Serving as an activity manager for a portfolio of DDAIM-funded global projects, including communicating with partners, monitoring activities, planning budget allocations, and providing technical review of proposals and reports.
- Contributing to the design of policy, guidance, and training related to assessment, analytics, and coordination, and assisting in the creation of templates, guides, job aides, and checklists to support staff and partners.
- Increasing the capacity of Depatment's staff to understand assessment, data, and analytics principles through training activities and supporting the periodic revision of training curriculum.
- Representing the Department on DDAIM technical issues in external engagements with inter-agency partners, United Nations agencies, and international non-governmental organizations, and staying abreast of industry trends related to data, analytics, and assessment.
- Depending on the GS level, leading the development and delivery of technical advising services, serving as an activity manager for DDAIM-funded global projects, and providing guidance, capacity building, and humanitarian support activities.
MINIMUM QUALIFICATIONS
Education and experience requirements vary depending on the GS level:
- For GS-11: High School Diploma with 7 years of relevant experience, or Bachelor’s/Master’s Degree with 3/2 years of relevant experience, respectively.
- For GS-13: High School Diploma with 11 years of relevant experience, or Bachelor’s/Master’s Degree with 7/5 years of relevant experience, respectively.
Market Value:
Depending on qualifications, positions can be filled at either the GS-11 ($78,592 - $102,166) or GS-13 ($112,015 - $145,617) equivalent level, including locality pay
