The Los Angeles County Development Authority (LACDA) is a dynamic, innovative agency created in 1982 by the Board of Supervisors to generate affordable housing and economic redevelopment throughout Los Angeles County and participating cities. POSITION OVERVIEW
The Division is seeking a highly energetic and organized self-starter that is skilled and able to manage multiple tasks with competing deadlines. Under limited supervision, this position will work in a team-oriented environment and perform the more difficult and complex assignments requiring the use of independent judgment and problem-solving techniques.
This position will collect, review, and analyze large amounts of data and prepare grant performance and progress reports using spreadsheet tools, statistical techniques, and data visualization. The reports must be analytical in nature, reflect the use of applicable methodologies of research and analysis, and clearly and accurately explain the insights to key findings.
This position will also interpret federal, state, and local regulations and grant contracts and maintain/update reporting requirements and accurate databases accordingly.
The below statements are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned:
  • Works with internal and external stakeholders in the development of federal, state, and local annual reporting for grants management of community and economic development funded activities; and administers the program deliverables to meet set due dates.

  • Works with various federal, state, and proprietary databases.

  • Structures, collects, and accurately analyzes large data sets for preparation of various types of reporting to funders and stakeholders within set due dates.

  • Manage, reviews, and analyzes agencies' quarterly performance reports in the Division's web-based system.

  • Regularly examine data sets and reports to locate and resolve errors and implement quality control measures.

  • Provides training and technical assistance for Division staff and agencies as it relates to the accuracy of performance data and on the use of the Division's web-based system.

  • Attends training and provides internal staff training on the use of federal and local systems.

  • Evaluates and develops tools for creating, enhancing, and automating performance reports to meet program requirements.

  • Completes annual review and updates, when necessary, of all of the CDBG, HOME, ESG, and other funds reporting requirements and updates the data collection system.

  • Interprets state and federal policies and regulations and provides support to create, as well as to maintain grants management policies and procedures.

  • Creates clearly written executive management level reports that provide insight into key data points with streamlined data visualization.

  • Communicates the results of data analysis in written and verbal form.

  • Performs other related duties as assigned.

Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience, as outlined below, may be substituted for required education on a year-for-year basis.

  • Bachelor's degree in public administration, or a related field.

and

  • Two (2) years of professional experience tracking, analyzing, and interpreting data for grant, federal, state, and/or local programs, including developing strategic plans and grant management monitoring of federal, state, and/or local programs in the field of community and economic development.


DESIRABLE QUALIFICATIONS

In addition to the minimum qualifications, the ideal candidate will also possess:

  • Experience utilizing IDIS or other federal database system.

  • Experience analyzing and reviewing grant performance and progress reporting.

  • Advance knowledge of Microsoft applications, such as Excel, Word, and PowerPoint.

  • Experience utilizing data visualization and BI reporting tools such as Tableau, Microsoft Power BI, or similar platforms.

  • Experience working with federal regulations, state and local laws related to community and economic development programs.

  • Master's degree in public administration, or related field.

Knowledge of:

  • Knowledge of statistics tests and familiarity with mean, mode, median, variance, standard deviation, correlation, regression, and hypothesis testing.

  • Rules, regulations, and practices governing state or federal grants related to community and economic development programs.

  • Proper English usage, spelling, grammar, and punctuation.

  • Modern office practices and procedures and business correspondence.

  • Microsoft Office Suite applications, including PowerPoint, Excel, and Word and IDIS or other federal database systems.

Skills in:

  • Preparing complex comprehensive reports and correspondence.

  • Determining strategies to achieve goals.

  • Analyzing situations, identifying problems, and recommending solutions.

  • Exercising sound judgment and creativity in making decisions.

  • Communicating effectively orally and in writing.

  • Interacting professionally with various levels of employees and outside representatives.

Ability to:

  • Prioritize multiple assignments utilizing effective time management skills.

  • Work under tight time constraints and deadlines.

  • Work independently and in a team setting.

  • Understand, interpret, and apply state and federal regulations, policies, and procedures.

  • Collect, organize, analyze and disseminate large data sets with attention to detail and accuracy.

  • Maintain accurate data records through quality control measures.

  • Prepare arithmetic computations.

Salary Compensation

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

Conditions of Employment

Candidates selected from the process will receive a conditional offer of employment contingent upon successful completion of satisfactory reference checks, a post-offer medical examination, and criminal background check. Background check information will be considered in determining the applicant's suitability for the position.


Candidates must possess a valid California Class C Driver's License, an acceptable driving record, and must comply with the LACDA's Motor Vehicle Safety Policy during employment.
