Description
JOB DESCRIPTION:
The objective of this work is to acquire a range of services to provide the CNAL with an integrated contractor team with the competency, capacity and capability to provide the full range of the following support services to assist and support the CDM to carry out its duties and responsibilities including:
*Conducting aviation cost, demand, readiness, supply and maintenance analysis
*Analysis to support identification of cost, demand and readiness related improvement opportunities
*Analysis to support development and implementation of solutions for identified opportunities
*Analysis to support integration of O and I-level repair and sustainment improvement efforts across NAVSUP WSS, NAVAIR, CNAF and other stakeholder organizations
*Tracking and reporting on improvements
*Development of supporting analytical tools, processes, metrics and dashboards
*Project management, administrative, governance and reporting support for CDM activities
Requirements
Analyst I
Degree: Shall possess a Bachelor's degree in Data Analytics, Information Technology, Statistics or related Data Science discipline.
YoE: In addition to the education requirements above, an Analyst I must have a minimum of ten years of Data Science and Analytics experience.
Education Equivalency: As a substitute, six years of experience in Data Science and Analytics. Education equivalency is in addition to the minimum experience of the labor category.
General Experience: The Contractor shall have a level of knowledge to be considered highly experienced in the following areas:
Strategy, Transformation at Scale, Data Engineering, Business Analysis, Data Analytics, USN Subject Matter Expertise Data Analysis, Statistical Analysis, Business/Economics, Marketing and Public Affairs, Communications, Complex Problem Solving, Analytics, & Graphics Support.
Specific Experience: The Contractor shall have a level of knowledge to be considered highly experienced in the following areas:
Data Science, Data Visualization (e.g., Qlik/Tableau), User Experience/Interface Design, Data & Systems Engineering (e.g., Databricks and Trifacta).
Analyst II
Degree: Shall possess a bachelor's degree in data Analytics, Information Technology, Statistics or related Data Science discipline.
YoE: In addition to the education requirements above, an Analyst II must have a minimum of eight years of Data Science and Analytics experience.
Education Equivalency: As a substitute, six years of experience in Data Science and Analytics. Education equivalency is in addition to the minimum experience of the labor category.

CNAL
The Navy Digital Transformation is a holistic, end-to-end, enterprise level of effort intended to "digitally" update, modernize and streamline Navy policies, processes, technologies, and enterprise operations to more effectively support the warfighter, improve quality of service to Sailors, Fleet Commanders, and the Navy as a whole. The Chief of Naval Operations (CNO) released in January of 2021 his Navigation Plan (NAVPLAN) to the Fleet outlining how the U.S. Navy will grow its naval power to control the seas and project power across all domains, both now and in the future. The Navy's Digital Transformation Office (DTO) has been delegated by the Vice Chief of Naval Operations (VCNO) to execute and accelerate the Digital Transformation and Data Enablement for the NAVPLAN Implementation Framework (NIF) of the Navy. NIF Data Enablement will allow DON leadership to make data-informed, real-time decisions to drive NAVPLAN outcomes. Objectives following the Data Enablement process have deployed dashboards in Jupiter that highlight progress towards their North Stars. Data Enablement for the NIF is comprised of 18 objectives under 4 major lines of efforts, Readiness, Capability, Capacity, and Sailors.
Salary Description
$75k to $110k DOE and Level I, II, III, IV, V
