Jr Program Manager
Cherokee Nation Strategic Programs (CNSP) is seeking a qualified Junior Program Manager to support the oversight and management of a Freedom of Information Act (FOIA) program and a contractor team responsible for reducing the Government's backlog of cases. The successful candidate will work closely with the Program Manager to optimize FOIA operations, ensure compliance with regulations, and enhance overall program efficiency.
Compensation & Benefits:
- Estimated Starting Salary Range for Jr Program Manager: $105,000 to $120,000.
- Pay commensurate with experience.

Jr Program Manager Responsibilities Include:
- Support the assessment of FOIA-related staff levels to address fluctuations in the number of FOIA professionals and the complexity and volume of work. Collaborate with the Program Manager in making staffing adjustments.
- Assist in implementing strategies for assigning FOIA cases to specialists based on trends and similarities, contributing to the development of resident experts who can process requests more efficiently.
- Contribute to the evaluation of existing tools and resources for FOIA processing and the identification of new technologies that can reduce search and processing times, enhancing program efficiencies.
- Collaborate with the Program Manager to ensure that FOIA professionals regularly participate in relevant training to stay updated on changes in case law and other trends that inform their analyses.
- Provide support in offering advice, recommendations, and documentation to improve the performance of FOIA operations. Assist in maintaining high standards for support services provided by the contractor team.
- Assist in the development and implementation of a Quality Control Plan (QCP) to ensure that all deliverables provided under the contract are accurate, professionally presented, and delivered on time.
- Assist in providing accurate and timely status reports to the FOIA Officer and Senior Management. Collaborate with the Program Manager to include details about daily tasks and closures performed by contractor staff.
- Participate in the regular review of workload to ensure compliance with issued performance guidance and provide input on necessary adjustments.
- Support the training of FOIA program analysts in conducting proper searches and guide Subject Matter Experts (SMEs) in reviewing documents for sensitivities. Assist in instructing analysts in acquiring proper documentation to explain sensitivities in documents.
- Performs other job-related duties as assigned
Jr Program Manager Experience, Education, Skills, Abilities requested:
- Bachelor's degree and three (3) years of project management or federal government contract-related experience or an equivalent combination of education and experience.
- PMP certification preferred.
- Knowledge and understanding of current organizational practices and programs.
- Knowledge of Microsoft Office products.
- Knowledge of Deltek Costpoint or similar software.
- Excellent written and verbal communication skills.
- Excellent proposal development, support and writing skills.
- Excellent organizational and project management skills.
- Excellent problem-solving and analytical skills
- Ability to manage and develop high performing teams.
- Ability to implement and execute vision and goals.
- Ability to prioritize work and successfully meet deadlines in a fast-paced environment.

- Ability to communicate to and brief leaders.
- Ability to obtain and maintain an active security clearance per contract and/or sector requirements.
- US Citizenship is required.
- Must pass pre-employment qualifications of Cherokee Federal
- Must pass Department of Energy (DOE) background check.
