Alternate Onsite Project Manager (ASOPM)

The Alternate Onsite PM (ASOPM) is the designated training manager. This will require annotating training in emergency response, organizing training schedules, and conducting training as a train the trainer. The ASOPM will be required to certify contractors in Cardiopulmonary Resuscitation (CPR), Blue Card Command Dispatcher, and Association of Public-Safety Communications Officials (APCO) training certifications, and the ASOPM will require APCO Communications Center Supervisor certification.

This position requires an active US DoD-issued CAC card or the ability to obtain an US DoD-issued CAC card to be considered.

 

Compensation & Benefits:

Estimated Starting Salary of Alternate Onsite Project Manager: $45,000 to $55,000.

Pay commensurate with experience.

Alternate Onsite Project Manager Responsibilities Include: 

  • Monitors and operate multiple channel trunked radio system. Operate commercial intrusion.
  • detection and fire alarm monitoring computer systems.
  • Documents emergency call and responder dispatch information in the CAD system.
  • Documents daily dispatches and movement of vehicles and equipment resources during routine and emergency response events. PST shall also record benchmark events during incidents in the CAD.
  • Conducts the daily test of radio systems, emergency dispatch tones and emergency phones in accordance with SOP/GTA. PST shall record system deficiencies and make applicable notifications in accordance with SOP/GTA.
  • Records fire and intrusion alarm tests manually as required.
  • Forwards all request for copies of recordings to the COR of the contract.
  • Contacts Regional Network Enterprise Center (RNEC) if trunked radio system and or primary crash fails in accordance with SOP/GTA.
  • Contacts DES, ICIDS Administrator if ICIDS alarm system malfunctions.
  • Notifies support agencies for assistance as requested by emergency responders.
  • Contacts Directorate of Public Works (DPW) and Fire Department if fire alarms monitoring malfunction.
  • Places work orders with DPW at the request of any First Responder and ICIDS Administrator.
  • Upon receipt of five (5) continuous Kingfisher (KF) trouble alarms, the PST will submit a work order through DPW to have the fire alarm system checked/repaired.
  • Submits a DPW work order for any ICIDS Zone when in A/C Power Failure.
  • Initiates fire incident reports; provide incident numbers, time, responding units, etc to the responsible Fire Station after each emergency. Commercial Off-The-Shelf (COTS) Management Information System (MIS) such as Emergency Reporting will be used.
  • Required to communicate via radio or telephone to surrounding mutual aid Fire Departments and EMS providers as needed and or directed by Incident Commander.
  • Contractor personnel will be responsible for the cleanliness of their workstations, restroom, locker/kitchen area and dispatching areas. 
  • Determines the nature of the phone call and may transfer caller to the appropriate Public Safety Answering Point (PSAP) upon determining the location of the incident.
  • Obtains, verifies, and records the location of the emergency, the name of the caller, the nature, severity and current status of the emergency, and obtains and other appropriate information needed to secure a full assessment of the circumstances.
  • Operates automatic number identification (ANI), automatic location identification (ALI), telecommunications devices for the deaf (TTY/TDD) or other electronic devices to obtain and verify required data.
  • Maintains a reassuring and calming manner with caller in order to obtain required information; persuades callers to stay on the line.
  • In response to medical emergencies, provides guidance using the APCO EMD protocols until the arrival of professional medical assistance.
  • In non-medical emergencies, provides precautionary instructions and advice to help assure the personal safety of person and/or to minimize the loss of property, pending the arrival of fire, police, and other assistance.
  • Refers non-emergency situations to other appropriate public or private agencies, and may dispatch non-emergency personnel or equipment.
  • Assists in the training of new trainees under the supervision of the shift supervisor.
  • Comply, adhere and remain in compliance with all ECC SOP/GTA.
  • Manages and coordinate the contract as the central point of contract with the COR.
  • Must act in role of PST, Supervisor, Train the Trainer and over all QC person.
  • Must be available at all times should an emergency occur.
  • Complete all required reports for customer.
  • Performs other job-related duties as assigned

 

Alternate Onsite Project Manager Experience, Education, Skills, Abilities requested: 

  • High School graduate or equivalent.
  • Experience effectively leading a team. 
  • Must pass pre-employment qualifications of Cherokee Federal
  • Fluency in the English language.
  • Prepare clear and factually accurate reports.
  • Experience as a Lead Alarm Monitor, preferred.
  • Have the ability of hearing, eyesight, and finger/hand usage for operations, be of good health and mentally alert.
  • This position is considered essential employees, you must report for duty, remain on duty during inclement weather, declared emergencies, and/or elevated FPCON levels unless otherwise directed.
  • APCO Communications Center Supervisor certification is required.
  • Successfully pass all required training and certifications required for this position within six months of hire, including:
    • APCO Public Safety Telecommunicator I.
    • APCO Emergency Medical Dispatch (EMD). 
    • APCO Fire Service Communications.
    • APCO Law Enforcement Communications.
    • HAZMAT Awareness.
    • Cardio, Pulmonary, Resuscitation (CPR)
