General Statement of Duties

THE EUGENE AIRPORT IS LOOKING TO HIRE AN AIRPORT WORKER 2/3!

The Airport Worker 2/3 performs a variety of skilled maintenance duties at the Eugene Airport maintaining airport buildings, facilities, and other airport assets. Depending on classification, performs a variety of airport operations duties at the basic, or fully skilled, level and may function as lead worker.
DEPENDING ON THE KNOWLEDGE, SKILLS, AND ABILITIES POSSESSED BY THE SUCCESSFUL APPLICANT, THIS POSITION MAY BE FILLED AT EITHER AN AIRPORT WORKER 2 OR AIRPORT WORKER 3.

Work Schedule:After initial training - Sunday - Wednesday or Wednesday - Saturday - Graveyard shift. Positions designated for Graveyard shift receive shift differential pay of $0.80 per hour.

Examples of Duties Performed - Duties may include but are not limited to the following

Performs a variety of building maintenance and repair assignments, including; minor interior and exterior building painting, roof maintenance and repair, changing filters and minor HVAC maintenance, repair of mechanical devices, repair of equipment, etc.

Performs non-electrical repairs to Access Control System, including trouble shooting problems and malfunctions in field and office.
Performs a variety of minor preventive maintenance and/or repair projects, including welding and carpentry projects.
Performs limited, non-licensed, plumbing and irrigation system repairs; performs a variety of winterization activities; performs non-electrical repairs to assists journey-level electrician as directed.
Performs a variety of maintenance activities including airport snow / ice removal.
During winter operations, may conduct pavement condition rating and documentation.
Operates and trains other employees in use and care of power tools and a variety of construction or snow removal equipment such as tractor with front end loader, snow plow attachments, backhoe and pick-up mounted deicer and sander.
Provides information and assistance to airport customers.
Maintains a variety of work records and reports.
May provide work direction and guidance to lower classifications of Airport Workers and seasonal employees; monitors work of contractors.
May be required to perform work outside in varying and extreme weather conditions while exposed to a variety of hazards
May be required to lift heavy objects and equipment.
Depending on hired classification, may act in capacity of an Airport Worker 3 or 4 as assigned.
Assigned Airport Operations duties may include any of the following:
AIRPORT WORKER 2:
Must be “operations certified” by the end of the 12-month probationary period and perform operations duties at the basic level. Attends airport operations recurrent training and performs assigned airport operations tasks. Has completed AAAE Operations School 1 or an equivalent level of airport approved training and knowledge, or has the ability to demonstrate competencies within one year.
AIRPORT WORKER 3:
Must be “operations certified” and pass all required proficiencies to perform at the fully skilled level in all required airport operations activities and assignments; attends airport operations recurrent training and exercises; may provide guidance to Airport Worker 2’s in airport operation concepts. Has completed AAAE Operations School 1 and 2 or equivalent level of airport approved training and knowledge, or has the ability to demonstrate competencies.
Coordinates the airport Notice to Airmen system (NOTAM); prepares, issues, logs, and cancels NOTAM’s; directs airfield activities; coordinates with Air Traffic Control Tower.
Performs daily airfield, hangar, perimeter, and parking lot inspections; makes corrections and / or submits requests for corrections as applicable.
Performs Winter Operations duties as needed including walkway de-icing, roadway sanding, operation of snow plow, and pavement friction tests with Tapley equipment (manual & electronic).
Installs and removes X-carts and barricades, as needed.
Responds to emergency situations such as emergency aircraft alerts or personal injuries; administers First Aid or gathers emergency supplies; completes duties at the skilled Hazmat Training level. (Airport Worker 3 operates with HAZFRO certification); may act as incident command until relieved.
Ensures security of facilities and grounds by monitoring access control paging alarms; responds to gate and door access control alarms and problem-solves; checks identification and inspects vehicles entering the Airport Operations Area.
Enforces airport rules dealing with trespass, loitering, disorderly conduct, storage, parking, inspections, taxis, and ground transportation; issues parking citations and authorizes towing procedures for airport parking control; provides airport area auto traffic control.
Provides escorts to airfield and restricted areas.
Conducts terminal curb and taxi cab line monitoring; conducts annual taxi cab safety and appearance inspections; issues annual operating permits.
Performs daily Security Identification Display Area (SIDA) display challenges and records information.
Instructs training classes in SIDA, Surface Movement Guidance and Control System (SMGCS), and Drivers and Advanced Drivers; ensures completion of attendee training records.
Initiation and termination of SMGCS program; assists with aircraft escorting.
Maintains airport operation logs and reports.
Performs wildlife management including hazing depredation, trapping, and deterrence; attends firearms training.
Monitors construction projects, contractors, and vendors for safety and security; completes on-site inspections as needed.
Participates in the preparation and implementation of the airport’s response to TSA Security Directives and FAA Part 139 requirements.
Observes weather conditions and responds as required.
Coordinates activities and special events with airlines and airport users.
Inventories and maintains supplies required for airport custodial and maintenance duties.
Supports and respects diversity in the workplace.
Performs other related airport operations duties as assigned.

A typical way to obtain the knowledge and abilities would be:

Airport Worker 2

Experience
Three years experience in facilities maintenance, grounds maintenance, or in a construction trade; experience in airport maintenance desirable.
Must be able to become “Operations Certified” within the 12-month probationary period.
Airport Worker 3
Experience
Four years experience in facilities maintenance, grounds maintenance, or in a construction trade, including one year experience in airport operations.
License or Certificate
A valid Oregon driver’s license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard.
Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The Ideal Candidate will possess the following knowledge, skills and abilities:

Knowledge of:
Practices and procedures of assigned airport maintenance activities, or the ability to learn within a reasonable amount of time.
Skilled facility maintenance duties in assigned areas.
Specialized equipment operations as applicable to area of assignment.
Equipment, tools, materials, and supplies used in area of assignment.
Applicable safety hazards and standard precautions.
Computer and applicable computer applications.
Airport rules and regulations.
Basic airport operations and airfield familiarization including the Airport Operations Area, Movement/Non-Movement areas, SIDA, terminal, general aviation, runway and taxiway systems.
FARs Part 139 and 1542 requirements.
Airport Emergency Plan and procedures for responding to a variety of airport emergencies.
Ability to:
Perform skilled airport facilities based maintenance activities.
Follow applicable safety processes.
Operate specialized equipment and power tools as needed for the area of assignment.
Work independently, or as part of a crew.
Communicate effectively with supervisors, employees, regulatory staff, airport tenants, and patrons.
Prepare written records and reports.
Understand and follow oral and written instructions.
Perform physical work outdoors in varying weather conditions.
Provide and wear personal protective equipment.
Be available, and respond to, emergency call-backs as necessary.
Respond calmly to emergency situations.
Exercise good judgment in a highly complex safety-critical environment.
Attend required airport operations training and exercises to become “operations certified”.
SUCCESSFULLY PASS A TSA FINGERPRINT-BASED CRIMINAL HISTORY BACKGROUND CHECK.

Supplemental Information

Physical Requirements/Working Conditions
Overall 90% indoors, 10% outdoors while cleaning, walking between buildings, dumping trash. Hazards include moving equipment, trip obstacles, fumes, cuts and stick wounds, slippery surfaces, working at heights, exposure to electric shock and toxic/caustic chemicals and biological hazards. Equipment used includes floor scrubbers, ladders, hand/power tools, step stools, hand truck, vacuum cleaners, buffers, extractors, pressure washer, blowers, lawnmower, carpet cleaner, mops, dust mops, brooms, and other cleaning equipment and supplies. Safety equipment used includes suitable footwear, eye protection, gloves and other PPE as required.

The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes.
