SALARY: The prevailing salary for this position as established by Ordinance of the Council of the City of Cleveland is $19.87 - $28.66 per hour.
EXAMINATION INFORMATION
EXPERIENCE EVALUATION: An experience evaluation consists of a quantitative evaluation of an Applicant's academic training and experience pertinent to the classification for which an examination is taken, based on the statement of experience as recorded on the candidate's application and on academic training based on required credentials.
Examples of Duties
Under supervision, assists in the operational management of the Department of Port Control airfield and facilities to assure continuous safety and security compliance with Federal Aviation Regulations, Transportation and Security Regulations, in addition to all other applicable statutes, regulations and requirements.
Responsibilities:
  • Acts as lead agent and participates in field operation activities on assigned shift
  • Maintains current knowledge base of applicable Federal Aviation Regulations (FAA) and FAA Advisory circulars
  • Coordinates operations in the movement area, including but not limited to snow removal, crash and rescue, construction and maintenance activities, as well as monitoring aircraft movement
  • Assigns and conducts wildlife patrols, wildlife hazing and reduction procedures as necessary. Activities may require the use of pyrotechnic weapons and/or shotguns, the removal of dead animals from the airfield and the submission of FAA Wildlife Strike reports
  • Conducts regular patrols and airfield/facility inspections for unsafe, non-compliant, or general maintenance issues and reports discrepancies. Areas of inspection include but are not limited to field and landing conditions, hangars, ramps, terminal areas, roadway systems and other airport owned properties
  • Assists with the development and execution of the Snow and Ice Control plan
  • Monitors two-way radio communications, flight operation statuses, work order requests, security access control, CCTV systems, etc.
  • Coordinates various operations with the Airlines, FAA Air Traffic Control Tower, other sections and government entities as required
  • Provides high level of customer service in responding to questions and inquiries from the public, airport stakeholders, and/or governmental regulatory agencies
  • Responds to, assists, and documents incident and emergency activities as directed by the Operations Supervisor
  • Monitors security, fire, weather radar, as well as equipment and surface condition monitoring systems for alarms, notifies responsible parties, and reports on conditions as necessary
  • Writes and reviews various daily shift reports
  • Must be willing to work any shift to cover operational needs including nights, weekends and holidays and is to participate in emergency preparedness events and activities
  • Promotes and ensures compliance with occupational health and safety management policies, procedures, and programs to minimize employee accidents and to promote a safe work environment
  • Performs other related duties as required

Minimum Qualifications
  • A High School Diploma from an accredited high school program or GED is required
  • An Associate's Degree in Aviation, Airport Management, or related field from an accredited college or university is required. (Substitution: One year of experience in an Airport Operations office or other aviation-related experience and/or possession of a Private/Commercial Pilot Certificate may be substituted for each year of college education lacking)
  • One year of full-time paid experience in an Airport Operations environment or in an aviation-related field is required
  • Must successfully complete all applicable regulatory airfield Ground Vehicle Operator and Winter Operations training/assessments, within the probationary period, and maintain corresponding airfield driving privileges throughout employment
  • NIMS and ICS certifications for General Employee tier and any assigned working groups must be completed within six months of employment and complete additional or refresher training as required
  • Must have a demonstrated ability to work in a diverse and inclusive environment that fosters non-discrimination
  • A valid State of Ohio Driver's License is required
  • Must have and maintain an acceptable driving record
  • Excellent, proved interpersonal, verbal and written communication skills and ability to interact and represent the organization with airport tenants, state and federal authorities, other organizations and the public on a professional level
  • Must be able to type and be computer proficient in the Microsoft Office Suite
  • Must be able to stand, walk and/or sit for extended periods on a frequent basis
  • Must have the constant ability to talk and hear
  • Must possess both near and far visual acuity
  • Must successfully complete a Transportation Security Administration (TSA) 10 year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment
  • Must be able to pass a pre-employment physical and drug test
  • Must be able to lift and carry 50 pounds

Preferred Qualifications:
  • Bachelor's degree in Airport or Aviation/Aerospace Management, Aviation/Aerospace Science, Business Management, or a closely related field from an accredited four-year college or university
  • Minimum of one (1) year of experience in Airport Operations or administration, or in a position with direct aviation relevance is preferred
  • Prior experience with a Fixed Base Operator (FBO), airline, air cargo carrier, airfield maintenance, security and/or airport emergency services

VETERANS' PREFERENCE
Veterans' preference will be awarded, when applicable, to eligible veterans in accordance with Civil Service Rules 4.40E, 4.40F and 4.40G. Proof of active service or a DD Form 214, must be presented to the Commission at the time of filing application for the examination in which credit is sought in order to qualify for veterans' credit. If the applicant has received an honorable discharge or a general discharge under honorable conditions that applicant shall receive an additional five (5) points added to their raw score on the examination; or ten (10) points are added to their raw score on the examination if applicant's supporting documentation indicates more than fifteen percent (15%) service connected disability.
NOTE:Only DD Form 214 (long form) or an official armed service document indicating type of discharge or separation and the dates of active service will be accepted as proof of active service.
