Position and Salary Information:
The Attorney General's Office is recruiting for a permanent full time AGO Investigator/Analyst Supervisor in the Medicaid Fraud Control Division. This position is located in Olympia, Washington, and is represented by the Washington Federation of State Employees (WFSE).
AGO Senior Investigator/Analyst Range 69: $82,056 - $110,400.
The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience.
The following stipends may apply based on position requirements:
  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

Division Information:

The work of the Office's Medicaid Fraud Control Division (MFCD) focuses on both criminal and civil law enforcement. The 75% federally funded MFCD's mission is combating provider fraud, abuse and neglect in residential facilities and involving Medicaid recipients in non-institutional settings.
MFCD's Headquarters is located in Olympia, Washington with some team members also located at the AGO's Spokane Office and Seattle Office. The Division currently has a staff of 64 FTEs, including attorneys, auditors, special agents, data analysts, clinical health investigators and professional support staff.
MFCD involves protecting not only the Medicaid program of roughly 22.9 billion dollars per annum, but also its most vulnerable persons, typically elderly persons in residential facilities or persons abused or neglected by a Medicaid Provider. In many of our cases, there is no precedent so MFCD is consistently on the cutting edge of legal theories and issues. The cases range from abuse and neglect of persons in nursing homes, large scale organized individual and corporate civil and criminal fraudulent activity to national whistleblower actions. Our staff is a highly professional, fun and seasoned analytical investigative team. MFCD is unique in that all cases have an attorney, special agent, data analyst assigned with legal support. This, and the great people who make up the division, gives MFC a particularly terrific team atmosphere.


What does anAGO Investigator/Analyst Supervisor do?
Develops sources of information relating to existing and potential investigations within the MFCD jurisdiction, drafts and executes search warrants develops and coordinates operation orders for field operations, collects, preserves and handles evidence in accordance with established rules of evidence, conducts and coordinates surveillance operations, conducts criminal and civil witness, suspect and victim interviews, prepares written reports, affidavits and other investigative documents, serves as a subject matter expert in civil and criminal healthcare fraud investigations, accesses and uses a variety of databases to include but not limited to the MFCD case management system. This recruitment announcement may be used to fill multiple open positions for the same classification, in addition to the position(s) listed in this announcement.
Review and assign new cases to Special Agents assigned as Direct Reports, review investigative work conducted by Direct Reports, facilitate team meetings and attend Supervisor Meetings as required, coordinate investigative activities to ensure they are conducted in a safe, legal, timely and efficient manner; conduct personnel evaluations in accordance with Agency and Division policy and guidelines, approve leave, travel and training from Direct Reports. This position will also serve as a back-up supervisor in the event another supervisor is unavailable or absent.
Develop and maintain positive and effective relationships with the aforementioned agencies to enable seamless dialog and interaction with these entities by other MFC staff, provide outreach training relating to MFC, identify opportunities these agencies can offer to enhance MFC efficiencies which can include but not be limited to Task Force membership, training, tools and equipment they can offer, assistance they can provide.
Supervisory experience may include but is not limited to: planning and coordinating an onsite search warrants or team surveillance; developing a plan, identifying and assigning tasks to others and ensuring the tools needed are provided; briefing, intel, equipment, ensuring reports are completed and filed in a timely manner etc.
A Bachelor's degree and ten (10) years of experience conducting complex criminal investigations, which includes the authority to independently plan and conduct criminal investigations. At least two of these years must include supervision of investigators. Additional qualifying investigative experience may substitute year-for-year for education.

Conditions of Employment
A background check consisting of employment history, professional references and educational verification (e.g., degree, license, or official transcript) may be conducted. The incumbent will submit to additional background checks as a condition of employment every five (5) years thereafter.
