The Agile Technical Product Owner (TPO) is responsible for gather feature requests and user or business requirements, prioritize them, and break down features with development teams for product implementation. The Technical Product Owner will work closely with the Business Product Owner, stakeholders (business and IT) across the organization to understand scope and participate in roadmap creation and requirements (epics) to deliver on-time and high-quality software products that align with business goals. The candidate will support the company strategy with strong data management and/or UI/UX background.

Data Management: Good understanding of data (i.e. ingestion, proper use/consumption, quality, and stewardship);

UI/UX: UX Wireframes, Story Boarding business flows, journey maps using tools such as Figma, Mural, Visio); QA testing using Postman.

In this highly visible role, you will partner with the other members of the scrum teams (incl. lines of business such as: Claims, Member, Client, Provider); as well as business leaders in the value streams and other key areas, to understand their challenges and guide the Agile work stream to deliver products and solutions to enable positive experiences for internal and external stakeholders. The ideal candidate will serve as a primary liaison between engineering, business product management and customers with subject matter expertise with the product.

The Technical Product Owner needs to use their technical background to bridge the gap between the product and technical side of the product development. The Product Owner must be experienced in managing all aspects of roadmap creation, backlog grooming, feature and epic refinement.

Key Product Owner Responsibilities

  • Under the direction of the Business Product Owner (BPO), decompose program epic work requirements, prioritize work into features and technical user stories for team members to clearly understand what to do.
  • Bridge the gap between the product and technical side of the product development with their technical background.
  • Take ownership of assigned features and lead the creation, groom and prioritization of the team backlog
  • Lead prioritization of work for delivery team based on business value and engagement with stakeholders
  • Monitor resource capabilities and arrange for coaching, training or resource adjustments
  • Work with the assigned ART (Agile Release team) RTE (Release Train Engineer) to ensure cross-team dependencies are identified and managed.
  • Actively participate in program increment planning, roadmap activities, and program prioritization and sequencing activities. Provide read-outs to ART teams in a clear and concise manner that allows other teams to understand impacts, dependencies, etc.
  • Be able to query data using SQL tools to determine where the gap is in the data to properly document the feature requirements and jira stories for the IT Engineers to interpret for their solution design.
  • Perform integrated and user acceptance testing based on well-defined Acceptance Criteria defined in the feature and/or user story level. Based on completed testing, seek acceptance criteria approval from Business Product Owner.
  • Escalate risks to Business Product Owner, RTE and/or Product Manager
  • Assist scrum masters in assessing the scrum maturity of the team and implementing any processes that support the team.
  • Proficient in using analytics and reporting tools to translate business requirements into technical solutions.
  • Adept in supporting end-to-end testing and implementation activities, with strong documentation skills required.
  • Experienced in product management with the ability to problem-solve, collaborate, and deliver business value in an iterative fashion.

Additional Responsibilities

  • As needed, coordinate vetting of epics with impacted teams so that features can be written for each team by the corresponding Product Owner. Epics could include:
    • Initiative epics where there is no RTE/ coordinator from the business
    • Next-level detail architecture design discussions to refine details around client/ producer solutions
  • Carries technical knowledge into strategic conversations about the product.
  • Assist with managing the work being done across teams for anything not managed by RTE/ LPM/ others within the client/ producer ART
    • Manage cross-team/ business dependencies during implementation (within the PI)
    • Address/escalate issues as needed
  • Coordinate updates to the business for work they are funding
    • Monthly status updates - schedule, create agenda, send notes

Preferred Qualifications

  • 3+ years' experience in a technical Product Owner, scrum master or comparable type of role
  • 3+ years' experience with Cloud solutions such as AWS, Azure is a plus.
  • 2+ years' experience in SQL/PL SQL queries to data mine or perform data validations before a release deployment
  • 2+ years' experience in Python, PySpark or Scala, API/Postman basics to understand IT engineering technical requirements (Agile Stories).
  • 3+ years of proven experience implementing solutions or projects with matrix teams
  • Healthcare industry experience is a plus
  • Excellent ability to develop and build teams by assessing quality talent and motivating/inspiring others
  • Sound understanding of Agile Methodology and other project management methodologies is required
  • Previous experience with Agile Central or comparable agile management tools is required
  • SAFe Agile PM/PO Certification preferred
  • Demonstrated core project management skills including project planning, scope management, issue and risk management, resource planning, financial management, etc.
  • Experience working in an organization going through an Agile transformation and ability to adapt when working with teams that are not Agile is highly desired

For this position, we anticipate offering an annual salary of 90,600 - 151,000 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
