Position Summary

Manages and is accountable for project management and contract performance for multiple projects within one or more programs. Manages development or capital projects of significant complexity, scope, and strategic importance to the organization. Serves as the focal point to all stakeholders, both internal and external, for the project. Project scope is generally evaluated based on non-recurring engineering (NRE) cost of the project(s).

 

May serve as an individual contributor.  Typically reports into a Program Manager or Business Team Leader. Coordinates project efforts interacting with multiple teams; may serve as a project liaison with customer and program management representatives. Maintains extensive external contact with customer(s).

Responsibilities

Responsibilities

  • Responsible for the execution of our Military Aftermarket Spare Business at FSD Irvine (Sales, Past Due and Customer Service Metrics).  Work with cross function teams to address production, supply chain and engineering challenges.
  • Responsible to come up with the monthly sales outlooks and address any gaps to the original sales plan.
  • Responsible to work on continuously improving the execution percentage of our Master Production Schedule for Military Aftermarket Spares.
  • Responsible to work with our Customer Support Organization, FSD Pricing Team and FSD Production teams to identify risks during the pricing / quoting process.
  • Responsible to create and manage schedules for high value out of production Military Spares orders from quote to shipment.
  • Ensures customer requirements are met and are in the best interests of Parker by creating the program charter, baseline plan, and other program management components. Ensures that the cost basis and/or pricing is correct by evaluating resource requirements and performing risk analysis. As described by AGS PRM-01 (Program Management Policy).

  • Lead the effort and defines long-term engineering plans and specific outcomes for a major project team(s). Plans tasks, approves resource requirements and effort estimates. May oversee and advise on significant contractual and customer issues.

  • Establishes direction for cross-functional team and direct reports. Facilitates and ensures effective product/technology gate reviews.

  • Partners with customers or program management to identify opportunities for product innovation.

  • Determines and leads the implementation on internal project management processes and assesses impact and trends in time and cost. Tracks and prioritizes project controls while implementing corrective actions based on variance and critical path analysis.

  • Ensures that project plans are fully integrated and include requirements from all stakeholders.

  • Responsible for full project baseline budget planning, cost accountability, and scope management. Balances cost, schedule and project requirements.

  • As the customer advocate, communicates and gains support on difficult decisions and translates into implementation plans and actions.

  • Ensures regulatory compliance and protection of competitive information and intellectual property.

  • Guides the project team to quickly identify and address complex and critical issues and to resolve problems encountered by the team.

Qualifications

  • BA/BS degree in engineering, science, business, or a related field; PMP certification required, typically within 6 months of assignment; advanced degree (MS/MBA) preferred.
  • Must have 10 years of experience managing production, supply chain and engineering issues in a high product mix environment.
  • Prior cross-functional and business experience with high-technology customers, products, and processes.
  • Expert knowledge and proficiency with project management tools, including, but not limited to: scheduling, cost management, change control, time management, scope and resources, work breakdown structures, and risk management.
  • In-depth understanding of estimation methods, critical path analysis, earned value techniques. Proficiency with various financial analysis methods (cost breakdowns, risk analysis, budget, etc.)
  • Expert knowledge and proficiency with project management tools, including, but not limited to: scheduling, cost management, change control, time management, scope and resources, work breakdown structures, and risk management.
  • Must have experience managing multiple projects at the same time.
  • Recognized as a credible and trusted leader by internal peers and external partners.
  • Skilled at assessing cost and contract impact when negotiating alternatives. Must be able to integrate process and quality demands into the balance of resources, time, and functionality.
  • Effective interpersonal and presentation skills; skilled at applying negotiation principles to achieve beneficial results. Able to influence business decisions and negotiate resource allocation.
  • Ability to delegate authority, empower the project team, and work effectively with functional leaders.
