The State Highway Administration's (SHA) Office of Administration (OOA) is currently recruiting for an Administrative Chief (Administrator II) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: As a direct report to the Director, Office of Administration, the Administrative Chief will apply Transportation Service Human Resources Systems (TSHRS), Maryland Department of Transportation (MDOT), Department of Budget & Management (DBM), Code of Maryland Regulations (COMAR) and applicable policies and procedures on a daily basis to work processes and responsibilities.
This position will provide professional level human resources support to approximately 100 employees (permanent SHA, temporary and contractual) for three major offices: the Office of Administration (OOA), Office of Policy & Research (OPR) and Office of Equal Opportunity (OEO). The position will also oversee SHA Out of State Travel, credit card, and IT support for OOA. Duties include efficient and effective coordination and integration of various assignments, goals, resources, etc., in order to support the various offices in their human resources needs and oversee various administrative functions for OOA.
This position is eligible for up to 2 telework days per week.

Minimum Requirements

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in administrative staff or professional work.

Selective Qualification: Two (2) years of human resources experience that includes experience in one or more of the following areas: assisting with recruiting for vacant positions; reorganizations; updating position descriptions; coordinating and preparing all personnel transactions; monitoring leave usage and coordinating paperwork for leave and other employee benefits; coordinating benefits for annual open enrollment; conducting orientation for new employees or employee services; or responding to employee requests for assistance with HR-related issues.

This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).
Preferred Qualifications:
The ideal candidate will possess:
  • SHRM or HRCI certification
  • One (1) year of supervisory experience in a human resources office

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
