Job Responsibilities

Under general supervision of the Administrative Manager and Health Department Manager, performs a variety of clerical and customer service duties in support of the Preventive Health, Immunizations and WIC programs. Duties will be performed in a culturally competent manner and within Agency customer service guidelines.
Performs all Administrative duties required to provide Preventive Health, Immunization Services to authorized clients within the state. Includes: Completes intake and out-take of patient data, utilizes program data systems and Outlook email systems, conducts Medicaid eligibility interviews and applying clients for Medicaid if applicable.
Bills Medicaid, Private Pay and other third-party billing systems. Financially screens all clients appropriately. Collects payments daily - if applicable. Prints cash drawer total daily in accordance with DHEC policies and clinic procedures. Maintains correct change fund balance.
Performs all administrative duties required to provide WIC services to customers. Includes: Utilizing the SC EWIC computer system, conducting eligibility interviews, validating and issuing EWIC card and benefits and Farmer's Market benefits, mails reminder letters and processes lost EWIC cards. Informs and educates clients on program policies and procedures. Completes incoming and outgoing transfers.
Provides quality customer service in a culturally competent manner in face to face and /or telephone encounters and maintains client confidentiality. Performs all administrative duties in a culturally competent manner.
Ensures official DHEC forms are placed in the proper chart order in accordance with DHEC policy. Interviews clients per clinic guidelines, establishes client record and retrieves/returns charts to medical records as needed.
Other duties as assigned.
Minimum and Additional Requirements
State Minimum Requirements: A high school diploma or GED. Related clerical experience may be substituted for a high school diploma or GED.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: A high school diploma or GED and (2) two years of administrative office experience or an associate degree in secretarial science or a related field and (1) one year of experience.

Must be proficient in the use of windows-based computer programs. Must have the ability to plan and organize work activities and prioritize task completion according to schedules and goals. Must have the ability to communicate effectively, both verbally and in writing with customers and coworkers. Must be able to exercise good judgement, discretion and confidentiality in dealing with the public and answering customer's questions. Must possess and present a congenial and caring attitude and personality.
Employee must be able to lift a minimum of 30 lbs. Employee must participate in an emergency or major disaster to expedite services. Must have current driver's license, use of personal vehicle may be required.
Preferred Qualifications
Experience providing customer service in a medical office environment is preferred.
Additional Comments
Immunization: All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against Measles, Mumps, Rubella, Pertussis, Varicella, and Hepatitis B prior to beginning employment.
State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DHEC employees may be required to work in times of an emergency or disaster.

This position is part of the South Carolina Department of Environmental Control's (Division/Bureau). The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
