Job description

General Description:

The Marine Vessel Operator is a seasonal contract position based at the ACS Spill Response Center, West Dock, Prudhoe Bay, Alaska, and works under general direction of the Marine Supervisor. Primary responsibility is to operate a variety of ACS vessels from 16-55 feet in length. Daily activities may include Captain and Crew Training, vessel maintenance; vessel support operations, maintenance of other ACS equipment or facilities as assigned; daily vessel and equipment checks; and compliance with all applicable state and federal regulations. This position is on-call 24 hours a day while on the North Slope to ensure readiness for response to oil spill emergencies. Other work-related duties as assigned.

Essential Duties & Job Functions:

  • All activities while on shift, on call, or attending training, must be conducted in a safe manner, and in compliance with all guidelines, policies, procedures and protocols established by Alaska Clean Seas and by CCI Industrial Services are conditions of employment.
  • Safety Accountability:
    • Participate in behavior-based safety program
    • Report and address safety concerns/issues/incidents promptly
    • Recognize safe actions of others
    • Reactively and proactively take necessary actions to stop and/or correct unsafe behaviors or conditions
    • Maintain 100% mandatory compliance with required HSE training identified in the ACS Training matrix; participate in all required CCI Industrial Services HSE orientation, training and testing
    • Facilitate or participate in regular company safety meetings and task related "Tailgate Safety Meetings" which include task hazard recognition, appropriate response, and identified controls and SARP participation.
    • Report promptly every injury, near miss, and incidence of fire, equipment or property damage; complete detailed documentation of incidents and safety violations as required
    • Assist in the investigation of incidents as required
    • Work safely and maintain a safe workplace on ACS premises and while providing services on behalf of ACS and CCI Industrial Services at any location; be responsible for your safe performance on the job and protect the safety of others in the workplace.
  • Become knowledgeable and demonstrate expertise in all ACS vessel operations, spill response functions and navigation systems. Ensure vessels are properly outfitted and in full compliance with all applicable statutes and regulations.
  • Conduct preventive maintenance (PM) on vessels and equipment according to bi-weekly ACS PM Scheduler; conduct all repairs as needed.
  • Ensure vessels are ready for emergency response at all times, including being fueled, cleaned, and stocked and with completed general maintenance. Report any discrepancies or repairs that might affect vessel readiness.
  • Assist with the development and implementation of safety, training, and maintenance policies, best practices and procedures, and assist with training instruction to ensure all North Slope Spill Response Team vessels and crew are prepared for emergency response in a safe and effective manner.
  • Communicate status of current activity to Marine Supervisor throughout the day, to include: procedural questions, problems encountered, damages, shortages, estimated time of completion, etc.
  • Maintain 100% personal "Compliance Readiness" in all areas of mandatory/regulatory requirements.
  • Perform assigned functions within the Operations Section in the Incident Command System as required during drills, exercises and spill responses.
  • Assist with operational, organizational or administrative tasks as directed by the Marine Supervisor.
  • Provide direction and coordinate the activities of the vessel crew as required.
  • Attend and participate in meetings, exercises, drills and training as required.
  • Conduct radio communications and protocols in a professional manner.
  • Clearly speak, read, write and understand the English language.
  • Self-directed and work with minimal supervision.
  • Perform other duties as assigned, including but not limited to: general labor tasks, other equipment maintenance, and spill technician functions.

Knowledge, Skills, and Abilities:

  • Knowledge and proven proficiency of operating jet, single and twin-screw driven vessels is required.

  • This is a North Slope assigned full time position with normal working hours 6 a.m. to 6 p.m., 7 days/week with a normal rotation (to be determined by supervisor) with an alternate. All North Slope assigned positions are on-call 24 hours/day while on shift or assigned temporarily to another project. Flexibility regarding hours of work is required as needed to meet demands of the job. Position may be recalled at any time during spill emergencies.
  • Position may involve exposure to extremely hostile weather conditions at times while working outdoors.
  • Position subject to USCG Drug & Alcohol testing and reporting regulations.
  • Position may involve working with potentially hazardous materials and wastes.
  • Hard-toe safety footwear is required at all times while working.
  • Employee must supply their own Marine apparel; basic PPE and some clothing may be provided by CCI Industrial Services and supplemented as needed by ACS.

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. A pre-hire post offer physical and respirator fit test will be conducted to determine an employee's ability to perform to the job standard.   • MOBILITY: Must be able to access all controls and all parts of machinery for service. Must be able to push/pull 50 pounds for 20 feet.
  • HEARING: Must be able to hear audible safety alarms.
  • VISUAL ACUITY: Must be adequate to perform above listed tasks in a safe manner and take hand signals from ground man or flag man.
  • LIFTING: Must be able to routinely lift up to 50 pounds from floor to waist, 50 pounds from wait level to shoulder height and carry 50 pounds for 20 feet.
  • RANGE OF MOTION: An objective range of motion measurement will be conducted and recorded using a five position and rapid exchange grip strength test during the pre-hire/post offer FCE.
Requirements:

Required Qualifications:

  • Miust be at least 18 years old
  • High school diploma or GED is required.
  • Current U.S.C.G. 25 Ton Master Near Coastal License is required.
  • North Slope Training Course (NSTC) is required.
  • Current 40-hour HAZWOPER is required.
  • Current CPR and First Aid is required.
  • Class "C" CDL w/Hazmat endorsement and good driving record or obtain within 6 months of being hired is required.

Preferred Qualifications:

Experience around heavy equipment / cranes in an oilfield environment is preferred.

Contingencies:

Offer contingent upon ability to pass a pre-employment drug test.
