The North Carolina Community College System (System Office) is a statewide network of 58 public community colleges. The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. The recruitment salary is up to $58,389
This position independently audits and processes Accounts Payable transactions for the organization in the North Carolina Financial System (NCFS) and communicates directly with vendors relating to paid and/or unpaid invoices.
Some other key position points/duties are as follows:
  • Reviews employee travel authorizations and conference/meeting requests for budget availability and provides technical advice to over 200 employees of the System Office relating to travel rules and regulations and travel transactions for over 100 agency management units within the organization.
  • Responsible for processing employee travel reimbursements in the NCFS for payment. processes employee travel reimbursements in the North Carolina Financial System (NCFS) for payment.
  • Creates and maintains spreadsheets for Accounts Payable record retention and maintains the Accounts Payable filing system in accordance the State of NC Retention Schedule.
  • Reviews monthly encumbrance reports and researches problems associated with purchase orders and invoices that may appear outstanding or in error.
  • Ensures vendor invoices are appropriately marked in NCFS to receive 1099 forms as required by the IRS.
  • Responsible for maintaining records for the Motor Fleet mileage logs for the agency.
  • Manages and monitors the agency's Academic Assistance Program employee request, approval, and reimbursement documentation.
  • Serves as backup for the Cash Management/Payroll Officer relating to data entry in NCFS and deposits.

Qualified candidates must document on the application that they possess all of the following:
  • Working knowledge of accounting and auditing principles and practices.
  • Working knowledge of and ability to explain and apply the provisions of the standardized accounting practices adopted by State Government
  • Experience with interpreting and analyzing accounting data.
  • Experience with data entry in NCFS or Oracle based software.
  • Basic understanding of NC State controller, NC State Treasurer, NC Department of Administration, and NC State Budget rules and regulations.
Management Preferences:
  • Customer Service experience and the ability to communicate effectively in oral and written form; basic knowledge of Core Banking, E-Procurement and Microsoft Applications.

Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution;
OR
Associate degree in accounting from an appropriately accredited institution and three years of accounting or auditing experience;
OR
High school or General Educational Development (GED) diploma and four years of experience as an accounting technician, three of which must be at an advanced technical level;
OR
An equivalent combination of education and experience.
