What you will be doing:
As an Accounts Payable Lead Analyst, you will serve as the Senior Technical Expert for the Small Agency Financial Services (SAFS) Accounts Payable team and play a crucial role in overseeing fiscal activities related to Accounts Payable, ensuring adherence to Generally Accepted Accounting Principles (GAAP), State Administrative & Accounting Manual (SAAM), and Department of Enterprise Services’ procedures. This position is responsible for processing, monitoring, and analyzing all accounting aspects of SAFS Accounts Payable, as well as addressing other SAFS general ledger activities when required. Emphasis is placed on compliance with contractual or grant terms, as well as State of Washington fiscal policies and regulations. In addition to reviewing and auditing the work of other Fiscal Analysts, the incumbent takes on special projects assigned by supervisors or management, conducting fiscal research and analysis as necessary for project completion. Reporting to the Fiscal Analyst 5 supervisor, this role involves interaction with DES Finance Division staff, managers, SAFS client agencies, personnel from other public agencies, contractors, and external customers/vendors. Operating independently at the specialist level, the Senior Technical Expert demonstrates a high level of autonomy while aligning with GAAP, SAAM, and the Department of Enterprise Services’ policies and procedures.

Duties

Some of the duties include:


  • Monitor SAFS AP team's fiscal activity for accurate and timely completion of fiscal month/year close.
  • Analyze transactions for compliance with state, federal, and agency policies; make journal voucher entries as needed.
  • Review and release payment batches, ensuring accuracy with coding and GAAP requirements.
  • Communicate errors to team members, provide support, and advise on training/performance needs.
  • Account for all SAFS AP batches in AFRS, releasing batches by close of business.
  • Undertake special projects, conducting fiscal research, analysis, and identifying process improvement opportunities.
  • Provide comprehensive training to SAFS AP team on State financial systems (TEMS, AFRS, etc.) and fiscal processing procedures, policies, regulations, and guidelines.
  • Orient new staff at SAFS client agencies to streamline their understanding and integration into our processes.
  • Process Accounts Payable transactions during absences or peak volume periods within SAFS AP team.
  • Conduct financial reporting for multiple agencies, involving tasks such as analyzing data and preparing federal miscellaneous tax returns (Form 1099) in compliance with IRS regulations.

Qualifications

Required Qualifications
To be eligible for this position, a candidate must possess 18 quarter or 12 semester hours in accounting, auditing, or budgeting OR as a condition of employment, commitment to attain hours within 12 months of hire. In addition to this education requirement, a candidate must possess one (1) of the following education and/or experience options:
[OPTION 1]:

  • Bachelor’s Degree in accounting, public administration, business administration, or related field; AND
  • Two (2) years of experience in accounting, auditing, or relevant financial field.
[OPTION 2]:
  • Associate’s Degree; AND
  • Four (4) years of experience in accounting, auditing, or relevant financial field.
[OPTION 3]:
  • Six (6) years of experience in accounting, auditing, or relevant financial field.
[OPTION 4]:
  • Master’s degree in public administration, business administration, or related field; AND
  • One (1) year of relevant professional experience in accounting or related field.

Preferred/Desired Qualifications:
  • Two (2) years of Accounts Payable experience.
  • Knowledge and experience using the statewide accounting system, Agency Financial Reporting System (AFRS).
  • Knowledge of generally accepted accounting principles (GAAP) and state government accounting rules, Statewide Accounting & Administrative Manual (SAAM).
