Job Description
The Iowa Department of Revenue's Internal Services Division is seeking two Public Service Managers to act as Accounting Supervisors. This division manages all administrative functions for the Department, including the following:
  • Manages the Department's $155.4 million budget and provides centralized accounting services
  • Performs project management and management of facilities
  • Coordinates Department procurement
  • Oversees general administrative services for the Department
  • Protects and preserves taxpayer information
  • Manages human resources, data analytics, security & disclosure, and communication strategy throughout various types of media
In this position you will be responsible for:
  • Actively participate in modernization of various IT solutions
  • Develop and submit the annual/monthly financial and performance reports
  • Supervise the accounting unit to monitor, provide timely and accurate GAAP packages on an annual basis.
  • Supervise, assist and mentor accounting staff to include cross-training of critical accounting tasks
Preference will be given to candidates with experience in the following:
  • Annual GAAP package, monthly closeout processes and financial statement experience in accordance with DOM/DAS schedules
  • Implementing new technologies and methodologies to improve accounting processes
  • Accounting related systems and/or ledger accounts for a multi-fund company or agency
  • Reading, teaching, and implementing law, code, rules and regulations that impact accounting policies/financials
Job Specific Competencies:
  • Law and Government: Understand and adhere to applicable laws, legal codes, administrative rules, and regulations
  • Inductive Reasoning: Combine pieces of information to form general rules or conclusions
  • Administration: Plan, organize, control, and effectively direct the work of assigned staff.
  • Administration and Management: Apply business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Deductive Reasoning: Apply general rules to specific problems to produce answers that make sense.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
