Duties

WHAT YOU'LL BE DOING DAY TO DAY

  • Analyzing and reconciles a variety of routine accounts and transactions in support of HHS programs.
  • Formulating a variety of routine financial reports and implementing fiscal year-end closing procedures for specific HHS programs and funds.
  • Developing procedures to be used in the design or modification of automated accounting systems; providing advice to management of organizations serviced; assisting management in applying financial data and recommending alternatives to resolve difficult problems.
  • Adjusting differences between the general ledger and subsidiary accounts; analyzing financial and statistical data from customer agencies.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):
A. Possess a four year degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Must provide transcripts)
B. Possess a combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Minimum Qualifications:GS-07: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-5 level in the Federal service performing 3 of the 4 duties listed below:
  • Maintaining accounting records to review accounting data for accuracy and integrity of records;
  • Running and evaluating reports from financial systems
  • Gathering financial data from various sources related to a specific financial issue
  • Utilizing office automation software, such as MS Excel, and other accounting systems.

OR
Havecompleted one (1) full academic year of graduate level education in behavioral or social science; or related disciplines appropriate to the position;
OR
Have Eligibility under the Superior Academic Achievement (SAA) Provision as listed below and completion of a bachelor's degree in accounting or auditing; or related disciplines appropriate to the position;
OR
Have a combination of experience as described in "A" above and graduate education as described in "B" above.

CONVERSION REQUIREMENTS:
Recent Graduates may be non-competitively converted to a term or permanent, competitive service appointment within HHS upon successful completion of Pathways Program requirements. However, non-competitive conversion or placement is not guaranteed, this is based on various factors such as budget, organizational needs, student performance, education, etc.

  • Complete one continuous year of work experience acquired through a Recent Graduate Program.
