Job Duties:
- Participate in the development of the annual operating budget for Social Services (SS) through collection and maintenance of historical trend information, FTE counts, and State and Federal requirements for SS programs
- Compile, monitor, examine, and audit complex financial statements/reports/accounts or budget codes for accuracy, integrity, and conformance to program guidelines
- Work under tight deadlines and handle multiple/detail-oriented tasks; strong self-organization and self-management skills, with emphasis on self-initiation and follow through
- Prepare monthly financial statements for SS programs and participate in monthly financial meetings with SS Program Managers
- Enter journal transfers to reclass payments from Special Welfare into the different Social Services Programs
- Prepare payment adjustments in VaCMS for Child Care receivables
- Participate in gathering documentation for various Federal, State and External audits
- Work with other City departments and staff in collecting and providing financial information
- Reconcile Social Services general ledger accounts to ensure appropriate expenditures for State reimbursement.
- Accurately and diplomatically communicate both orally and in writing with grantor agencies and grantee departments on specific inquiries and with other city departments and staff in providing financial information
- Thoroughly review project contracts and recommend actions in accordance with city, state and federal policies and procedures
- Prepare, disseminate, and interpret financial reports and identify changing requirements
- Work with internal and external auditors; Maintain documentation and materials related to financial audits from both internal and external sources
- Prepare Laser Certifications for State Reimbursement and Reconciliation
- Support requests from program supervisors regarding program financial information and assist with resolution of accounting issues to include completion of Journal Transfers
- Provide effective direction and leadership to subordinate professional staff
- Perform the financial administration and reporting of complex federal and state grants; and the review of capital project contracts

Minimum Requirements:
MINIMUMS: Bachelors degree in Accounting or related and three (3) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Accountant OR an equivalent combination of education (above high school level) and/or experience equivalent to seven (7) years in fields utilizing the knowledge, skills, and abilities associated with this position. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
