ACA/ 1ST ASSISTANT COUNTY AUDITOR


Salary: $ 101,210.00 annual salary.


SECTION I-JOB DESCRIPTION

SUMMARY:

Assists the County Auditor in overseeing the daily accounting/financial operations of the County. Acts as the County Auditor 's liaison and coordinates special projects. Supervises staff in the functions of Audit, Fixed Assets, Grants, Accounts Payable and Payroll and performs related duties as required.

ESSENTIAL FUNCTIONS

  1. Lead contact for external audit firm and prepares the annual financial report of the County by mapping general ledger accounts in reporting system, staying well-informed of new GASB statements, and by preparing related note disclosures, statistical tables, and required supplementary information
  2. Effectively be the County Auditor's representative at county management meetings, commissions, the public and representatives of other agencies.
  3. Maintains the general ledger for the General Fund, Capital Projects and Debt Service Funds, and other funds as needed.
  4. Supervises and trains financial accounting staff
  5. Oversees annual debt service payments
  6. Performs difficult, complex and specialized assignments in the auditing of County records and fiscal administration
  7. Reviews legislative updates for pertinent issues and updates County Auditor as they relate to County
  8. Acts as liaison with all other government agency's auditors in relation to funding received from said agencies and necessary audits required for compliance.
  9. Provides technical support for other county departments on special projects as assigned.
  10. Performs analytical research, investigative studies and statistical analysis and prepares concise comprehensive reports.
  11. Communicate and work effectively with State, Federal agencies and rating agencies.


SECTION II-JOB REQUIREMENTS

EDUCATION AND EXPERIENCE:

Minimum Requirements: Bachelor in Business Administration in Accounting (or related field) and related accounting and/or auditing work experience.


Preferred: Certified Public Accountant (CPA) preferred. Preferred supervisory experience of 2 years for the work output and performance of subordinates.


SUPPLEMENTAL INFORMATION, SKILLS, AND ABILITIES:

Knowledgeable in accounting principles and practices and their application to a variety of accounting transactions. Familiar with the operations, policies, procedures and legal requirements of local, state and federal government entities as they relate to county fiscal government. Preferred experience in fund accounting and in supervising, training, work evaluation and management of office staff is preferred. Ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy; ability to effectively respond to questions and complaints. Good working knowledge of general office administration. Ability to work independent of direct, daily supervision, ability to understand state and federal laws, rules and regulations as they apply to County Government. Ability to adjust rapidly to fluctuating situations, and multiple simultaneous projects. Ability to organize work, set priorities, meet critical deadlines, and follow up assignments with minimum direction. Ability to work in compliance with departmental policies and procedures. Ability to establish and maintain effective working relationships with co-workers, county employees, elected/appointed officials, governmental representatives, constituents, outside agencies and the general public.

SPECIAL REQUIREMENTS:

Must have a valid Texas Driver's License and an acceptable driving record.

Selected applicant must complete a criminal history/background check clearance.

SECTION III-JOB DIMENSIONS

External Contacts: Occasional contact with other governmental agencies, outside organizations, and the general public. Communication is primarily through telephone/ email.

Internal Contacts: Constant contact with elected/appointed officials, division /department heads and Elected/Appointed Officials, subordinates, co-workers and other county employees. Communicating is primarily face-to-face, via telephone and through written communication.

RESPONSIBILITY:

Job has a critical impact on the County Auditor's Department operations and public image. Primary responsibility is to the County Auditor. Job responsibilities include constant handling of confidential information/documents relative to the county.

DIFFICULTY:

Judgment is required to ensure completion of administrative activities and special projects as assigned by the County Auditor. Uses discretion to achieve work goals. Initiative is constantly required to achieve work goals.

WORKING CONDITION:

Working conditions are primarily in an office environment.


This is not a Civil Service covered position.
