Position Objective

Employees in this class are assigned to the Investigative Division. The Investigator position includes an extended salary above the position of patrol officer. The work involves investigating both routine and more difficult cases of suspected criminal activity within the county and requires the use of considerable discretion and application of specialized knowledge and ability in the investigation and detection of crime. Employees manage a caseload of up to 50 cases at one time and work on these cases to bring them to a successful conclusion. Assignments are received in both written and verbal form. Cases are normally concluded with the preparation of a case for prosecution. An Investigator decides what violations of law have taken place and determines if the violation is civil or criminal and proceeds to determine the course of the investigation. While work is performed in accordance with established rules and procedures, an Investigator must exercise considerable independent judgment in working on specific cases. Advice and assistance is available from the Sergeant of Investigations on unusual situations. Employees in this classification are occasionally subject to call outs while off duty time. Work is reviewed through observation of performance and personal inspection and review of written reports.
Essential Duties & Responsibilities
  • Investigate crimes and complaints. Conduct interviews of witnesses and suspects.
  • Collect evidence on suspected crimes.
  • Prepare detailed written reports of investigations.
  • Review progress of investigations.
  • Obtain detailed statements from complainants, victims, witnesses, or criminals.
  • Oversee the management of a major criminal action while coordinating with superiors and patrol supervisors.
  • Prepare cases for court by preparing necessary reports and reviewing information acquired through investigation and testimony.
  • Photograph crime scenes, accidents, or evidence, as well as collecting and preserving physical evidence of a crime.
  • Prepare and execute search warrants.
  • Participate in public relations by informing the public of activities and programs of the Sheriff's Office.
  • Serve warrants on suspects and conducts stakeouts and surveillance.
  • Attend specialized schools, training programs, and meetings.
  • Make public presentations before civic and school groups.
  • Interact with other law enforcement agencies and the County Attorney's Office to collect and distribute criminal intelligence information.
  • Carry out other department assignments as required.

Minimum Qualifications
  • A combination substantially equivalent to post-secondary training in police science and a minimum of three years' experience as a licensed peace officer.
  • All qualifications completed and met as required by Minnesota P.O.S.T. Board and current license holder as full time peace officer as provided in the State of Minnesota Statutes.

Desirable Qualifications
  • Knowledge of County and Sheriff's Office policies, rules, regulations, and of controlling laws and ordinances.
  • Considerable knowledge of modern police methods and procedures, including the knowledge of criminal investigation, interview, gathering and preserving evidence, rules of evidence, and documentation of reports.
  • Ability to understand and carry out oral and written instructions.
  • Ability to deal tactfully, but firmly, with offenders, suspects, witnesses, and to establish and maintain effective working relationships with other employees, court and enforcement agency representatives, and the general public.
  • Ability to perform prolonged and detailed investigations, to gather pertinent facts, and to integrate data into objective patterns leading to the solution and disposition of criminal cases.
  • Ability to prepare clear, concise and accurate reports.
  • Ability to perform work requiring good physical condition.
  • Knowledge of the geography of Crow Wing County.

Compensation
The county strives to be a market competitive employer with compensation rates that are externally competitive and internally equitable. Compensation rates are governed by the county pay matrix and applicable labor contract. Information regarding the county pay programs is available in the Human Resource Department.
Paid Time Off (PTO)
PTO benefit accrues at the rate of 21 days per year for the first 3 years for regular full-time staff and is pro-rated for regular part-time staff.
Holidays
The 12 calendar holidays that are observed by Crow Wing County are as follows: New Year's Day, Martin Luther King, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Friday following, Christmas Eve and Christmas Day.
Health Insurance
Regular full-time employees and their dependents are eligible for group health insurance coverage, administered by Blue Cross Blue Shield. Eligibility begins on the first of the month following 30 days of employment.
Regular part-time employees regularly scheduled 30 hours or more per week are eligible for health insurance coverage on a pro-rated basis.
Dental Insurance
Delta dental benefit is available to those participating in a health insurance plan. Calendar year annual maximum of $1000 per person.
Life Insurance
Regular full-time employees shall be provided a term life insurance policy of $50,000. Optional life insurance is available at the employee's expense.
Short-Term Disability
Regular full-time and part-time staff regularly scheduled at least 30 hours per week are eligible for short-term disability following 6 months of qualifying employment. Short-term disability payments begin on the first day following 14 consecutive calendar days of absence attributable to a qualifying disability. The plan provides income replacement of up to 50% of regular pay subject to a maximum limit of $1,000 per week.
Long-Term Disability
Regular full-time and part-time staff regularly scheduled at least 30 hours per week are eligible. Long term disability pays 50% of salary up to a maximum of $4,000 per month beginning on day 91 of total disability. The maximum benefits duration is up to the social security normal retirement date.
