Job description

This position provides support for the City's revenue collection functions. Job duties include related technical and customer service duties. Success in this position contributes to the efficiency and effectiveness of City operations. The Revenue Officer manages complex collection cases related to revenues such as sales and use taxes, motor fuel taxes, lodging taxes, and business licenses. This position must exercise considerable independent judgment and initiative in the interpretation of City ordinances, as well as State and Federal laws pertaining to revenues and their collection. This position applies and enforces all City tax and revenue codes and ordinances and initiates any actions necessary to correct deviations or violations. FLSA status is Non-Exempt.The following duties are normal for this classification. The omission of specific duties does not exclude them from the classification if the work is similar, related, or logical assignments for this classification. Other duties may be required and assigned. Specific duties listed may not be required for all positions in this classification but are determined by the normal requirements for this particular position.
BUSINESS LICENSE DUTIES (30%)
Advises new and potential businesses on business license policies and procedures.
Determines business classifications and provides appropriate applications.
Prepares citations and provides applications for businesses operating without a license.
Processes license renewal notices; monitors renewals; sends delinquent, second, and final notices.
Notifies parties of appropriate penalties, including cease and desist orders.
Processes contractor license applications.
Sets up payment agreements for delinquent filers.
Researches businesses online to ensure they are in compliance.
INSPECTION DUTIES (25%)
Patrols residential streets to determine contractor activity or other businesses operating without a license.
Performs inspections of shopping centers and other locations to identify unlicensed vendors.
Performs inspections of construction sites to ensure proper licenses, permits, and signage.
Removes unpermitted signs.
Initiates audits of businesses.
Makes court appearances as required.
Secures warrants for failure to meet city codes.
Places liens on property.
RECORDS MANAGEMENT DUTIES (15%)
Establishes and maintains business license files and records.
Prepares and generates a variety of regular and special reports.
Monitors the status of tax and business license audits.
Prepares and monitors records of vendors and tax remittances for tax due.
Enters information into computer programs.
CUSTOMER SERVICE DUTIES (20%)
Promotes positive relations between the city and individual businesses.
Researches for updates on the business license schedule of fees compared to other municipalities.
Updates Code of Ordinances.
Assists Revenue Clerks by providing information and assistance.
Assists the general public with questions and concerns.
OTHER RELATED DUTIES (10%)
Performs other duties as needed or assigned.
Checks quarterly for unclaimed property.
Takes deposits to the bank, picks up cashier checks from banks, and picks up mail from the post office.
Coordinates with surrounding municipalities on changing regulations.
Coordinates Revenue Clerk's continuing education records.
High School Diploma/GED is required.
Bachelor's Degree in a related field preferred.
Three (3) years of related experience.
Inspection experience preferred.
Possession of or the ability to readily obtain a specialty certification through the Alabama Municipal Revenues Officers Association.
Government revenue collection experience is preferred. The following requirements are normal for this classification. Specific requirements may not apply to all positions within this classification but are determined by the normal requirements for the particular position. Job duties are typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. Employees occasionally lift light objects and heavy objects and distinguishes between shades of color.
Job duties are typically performed in an office and in the field. Employees may be exposed to noise, dust, dirt, grease, machinery with moving parts, and extreme or inclement weather.
Job duties require the ability to deal with and relate to people beyond giving and receiving instructions.
Job duties require the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive the nature of sounds by ear.
Job candidates must be able to adapt to and perform under moderate stress.
Job duties require regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
KNOWLEDGE, SKILLS, AND ABILITIES:
City of Prattville employees are required to obtain knowledge of the City of Prattville Policies and Procedures, and knowledge of their specific department rules, policies, and procedures. SUPPLEMENTAL INFORMATION:
Must provide proof of your legal right to work in the United States.
Must possess and maintain a valid driver's license.
Willing to work overtime.
Willing to cooperate with the workload of the department.
Willing to attend continuing education courses.
Willing to comply with City of Prattville rules and regulations.
Must submit to drug screenings for this safety sensitive position.
Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.
