Overview

Under minimal supervision and executive direction, the Director of Grants and Compliance is a strategic partner who collaborates with executive leadership to ensure alignment with project priorities on grant-related capital improvement, major maintenance and capital outlay program functions that support Tucson International Airport (TUS) and Ryan Airfield (RYN).

 

The position acts as the TAA liaison with external agencies (related to grants) to pursue grant opportunities, execute grants (through established processes), perform grant management from project completion to formal closeout, and ensure compliance with all applicable regulations. The position manages the Tucson Airport Authority's (TAA) Disadvantaged Business Enterprise (DBE), Airport Concessions Disadvantaged Business Enterprise (ACDBE) and Small Business Enterprise (SBE) Programs. The position participates in the coordination, development, and implementation of TAA related aspects of the ADOT Five Year Transportation Plan, FAA Regional Airport Capital Improvement Plan (ACIP), Pima Association of Governments Transportation Improvement Program (TIP) Program and TAA Capital Improvement Program (CIP) and Major Maintenance (MM) Program.

Responsibilities

Essential Functions:The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.

 

Programs and Regulatory Compliance

  • Partner with CEO and VP/Finance,VP/Planning and Engineering and VP/General Counsel on TAA's Strategic Plan, project priorities, and initiatives to ensure planned grant-funded project goals and regulatory compliance responsibilities are achieved.
  • Function as the TAA liaison with external agencies (FAA, TSA, FEMA, ADOT, AANG, etc.); leverage industry expertise and relationships to support and enhance the project goals and arrive at desired outcomes; work effectively and collaboratively with regulatory agencies to ensure successful planning and policy implementation.
  • Represent the TAA as primary contact for grant application and award, budget coordination, contract and change order approvals, close out and general coordination of all federal and state funded project activities.
  • Represent the TAA as primary contact for FAA compliance audits; coordinate with other stakeholders to provide the appropriate requested information.
  • Actively research grants; pursue state and federal grants, including Other Transaction Agreements with the TSA, and intergovernmental agreements.
  • Manage grant execution process, perform grant management through to project completion/closeout; ensure compliance with grant assurances, regulations, audit, and reporting requirements; oversee preparation and submittals of grant reimbursement requests.
  • Coordinate with other stakeholders to ensure understanding and Compliance of applicable regulations related to grant projects using state and federal funding.
  • Prepare PFC applications for submission to FAA and ADOT; ensure compliance with Passenger Facility Charge (PFC) requirements as established by Federal and State regulations.
  • Oversee the development and implementation of TAA's DBE, ACDBE and SBE Programs; recommend participation goals, monitor compliance, outreach, and annual reporting requirements; develop, monitor, and update a comprehensive program to ensure the airport's compliance with state and federal ADA laws.
  • Work in partnership with P&E to develop the annual Capital Improvement, Major Maintenance and Capital Outlay project list for the Resource Allocation Program for TUS and RYN; coordinate project budgets for grant funded projects.
  • Responsible for the development and management of the TAA's annual expense and revenue budgets for capital and major maintenance projects.
  • Manage and coordinate grant funding and TAA funding, related to TAA's ADOT Five Year Transportation Plan, FAA Regional Airport Capital Improvement Plan and PAG Transportation Improvement Plan for TUS and RYN.
  • Remain abreast of critical industry issues that may impact TAA grant-funded projects, programs, and initiatives; gather, analyze, and disseminate industry intelligence; assess needs, concerns, perceptions, expectations; assist in the strategic decision-making of TAA's posture on complex industry issues that may impact aviation, airports, the TAA, and its' airport system.
  • Oversee the contract administration activities and coordinates with legal counsel to ensure the TAA is in full compliance of rules and regulations pertaining to Grants and grant assurances.
  • Oversee the preparation and the annual financial audit of grant funded projects.
  • Participate in public presentations of airport project matters, as necessary.
  • Direct the research, preparation and maintenance of necessary records and reports.
  • Establish and maintain effective working relationships with FAA, ADOT, TSA, FEMA and PAG representatives, consultants, contractors, and other entities as appropriate.
Qualifications

Position Requirements:

  • Bachelor's degree in airport management, public administration, finance, business administration or a related field is required.
  • Eight (8) years of professional, progressive management experience with emphasis on accounting, grant and project budgeting, and management responsibilities; five (5) years supervisory experience is required; experience at a commercial service airport is required. A combination of education and years of experience sufficient to demonstrate the ability to satisfactorily meet the job requirements will be considered.
  • Strong leadership and organizational skills; strong written, verbal, and communications skills; critical thinking skills and confidence to take initiative and make decisions, is required.

Knowledge of:

  • Principles of airport management, public administration, governance, and public policy.
  • Principles, practices of budgeting and administrative management and public administration; techniques of grant administration and Compliance, and familiarity with state and local funding processes and programs; contracts, forms, terminology, and procedures used in grants/contracts administration.
  • Federal Aviation Administration, Transportation Security Administration rules and regulations (governing airport management in a commercial service environment).
  • Framework to analyze and assess industry dynamics, best practices, and business decision-making, political landscape, and legislative process.
  • Principles of organization, development and management of an operating budget, and administrative management.

Skill in:

  • Strategic planning, critical-thinking and decision making; strategy process and strategy development skills.
  • Budget administration and management.
  • Exercising effective management and leadership techniques; mentoring, inspiring, and coaching team members.
  • Taking initiative and being a self-starter.
  • Organization, oral, listening, and written communications, proof-reading, critical thinking and multi-tasking.

Licenses; Certificates; Special Requirements:

  • Valid Arizona Driver's license.
  • Must obtain and maintain access to the Security Identification Display Area (SIDA).
  • Must successfully complete the National Incident Management System (NIMS) 100, 200, 700, 800 course requirements and certification within the first year.
  • Earning an industry accreditation or certification (Airports Council International or similar organization) within 24 months of assuming position is desired.
  • As an employee, you are deemed to be essential personnel as part of TAA's emergency response, and must respond to airport incidents, as requested/required.
  • Will serve at the pleasure of the President/CEO and is not covered under the appeals process.
