Overview

Airport Director

The purpose of this position is to manage, operate and lead the Brownsville South Padre Island International (BRO) Airport and to direct all airport functions. The position is responsible for developing airport policies, negotiating with airline companies, preparing and implementing the Capital Improvement Program (CIP) and preparing/implementing the airport budget. The class researches and formulates long-range goals for the organization; and develops policy and position papers for city management and/ or elected officials.

Responsibilities

Key Functions / Knowledge / Skills:

  • Develops policies and procedures regarding revenue development, lease agreements, and airport functions.
  • Prepares annual operating and capital improvement program (CIP) budget for presentation to the City Manager and Finance Department for inclusion in the annual budget and ensures that airport operations are accomplished within budgetary limitations.
  • Determines and recommends improvements, rehabilitation projects and necessary expansion to existing facilities.
  • Develops funding sources, implementation plans, and strategies for airfield construction, equipment acquisitions, and expansion projects.
  • Directs, coordinates and supervises the operation, maintenance and security of the Brownsville Airport grounds and improvements in accordance with the policies and directives of the City, State, Federal Aviation Administration and TSA.
  • Assists in the negotiations with airline companies to set rates and charges and oversees the enforcement of leases and agreements, the lease of aircraft hangars, the lease of property to the airport related businesses, and industrial park leases and acquisitions.
  • Directs and participates in the rehabilitation and upgrade of airport property in preparation for new tenants and existing tenants.
  • Responsible for training and supervising Airport Maintenance personnel in the maintenance and operations of the airport structures, equipment, and systems.
  • Recommends the establishment of fees and related charges associated with airport operations.
  • Knowledge of TSA regulations, 49 CFR 1542, and FAA AIP grant process.
  • Monitors air carriers servicing the Brownsville Airport to insure proper, safe, and reliable air transportation.
  • Performs necessary research for the preparation of grant proposals and funding requests; writes proposal applications; and administers the implementation of projects.
  • Monitors and oversees Disadvantage Business Enterprise (DBE) participation in federally funded projects.
  • Prepares requests for engineering proposals and contracted projects; administers the implementation of improvement projects related to the airport.
  • Prepares letters, memos, reports, and studies as required for the proper administration of airport operations.
  • Serves as staff liaison for the Brownsville Airport Advisory Board.
  • Makes presentations to various groups to inform the public of airport goals and operations.
  • Knowledge of emergency procedures required for aircraft accidents/incidents.
  • Implements and provides security measures for the airport.
  • Cooperates with Customs and Drug Enforcement officials assisting in the monitoring of aircraft movements.
  • Works closely with FAA Flight Service and RAPCON on issues related to air traffic and airport conditions.
  • Ensures the enforcement of City Code, rules and regulations regarding operations at the airport.
  • Performs related tasks as necessary.
Qualifications

Education and Experience:

  • Bachelor's degree in Airport Management, Political Science, Business, Public Administration, or a related field from an accredited university. A Master's degree is preferred.
  • Requires a minimum of seven (7) years of work-related experience and four (4) years of management experience at an FAA Part 139 Certificate Airport.

Special Certifications and License:

  • American Association of Airport Executives: Accredited Airport Executive (AAE) or Certified Member (CM) or be able to obtain within 2 years of obtaining employment with the City of Brownsville Department of Aviation is preferred. 
  • Equivalent accreditations with the Airport Council International - North America (ACI-NA) is also preferred.
  • Airport Security Coordinator (ASC) Certification from the Transportation Security Administration (TSA) is required.
  • Federal Aviation Administration Private Pilot License is preferred.
  • Job requires a current, valid Texas Class C driver's license, or possess the ability to obtain a TXDL as required by State Law.

Special Projects:

The Airport Director will need to determine the next steps with regards to a feasibility study regarding the designation of the Brownsville Airport becoming a possible future Spaceport Designation. The Brownsville Airport was the first airport in the state to complete a feasibility study to provide the Brownsville Airport alternative energy solutions by way of a microgrid within the airport. The study has been complete, and the Airport Director will need to evaluate the study results and develop a plan for implementation.
