We are seeking a motivated, experienced, and professional Workforce Diversity and Outreach Partner to perform a broad range of consultative, analytical and administrative assignments throughout the Parks Department. This is a key role for assisting the Department Human Resources Manager in building a diverse, successful, informed and productive workforce. Creates strategies and processes using industry best practices and innovative thinking to make impactful changes in Human Resources Management activities to promote the diversity of our current and prospective employees. Must be resourceful and highly proficient at driving effective communications, organizational change, and employee engagement with workforce Diversity, Equity and Inclusion (DEI) initiatives. This position reports directly to the Parks Department Human Resources Manager, resides in our Headquarters Building in Wheaton, MD and has a Hybrid work schedule. A glimpse at what the job will involve -
Diversity, Equity, and Inclusion-Human Resources Programs:
  • Lead, develop and implement effective outreach, recruiting, interviewing, hiring and onboarding plans to promote the advancement of Department DEI goals, and programs for Diverse Nontraditional Population (DNP) continued integration into our workforce.
  • Partners with the Talent Acquisition Partner to develop goals, plans, strategies and initiatives to promote racial, ethnic and gender diversity in our workforce and prospective candidates.
  • Research and implement outreach methods and systems to increase community awareness of Parks programs for DNPs and other diverse groups using Social Media outlets, etc.
  • Develop and deliver content for DEI education programs that will drive culture change.
  • Ensure Division Chiefs, hiring managers and the HR group understands DEI initiatives to advance Parks outreach and inclusion programs for diversity of our workforce.
Community Outreach:
  • Lead the Department's efforts to effectively participate in Community Outreach activities.
  • Establish, maintain, and expand effective partnerships with government, educational and non- profit organizations to advance outreach and inclusion programs.
  • Implement diversity outreach efforts in the selection of qualified and diverse Interview Panels for new hire candidate interviews.
Administration:
  • Design and implement processes that ensure compliance with the ADA-Title I and the Rehabilitation Act-S-504 for accommodation requests.
  • Serve on advisory committees that impact HR and DEI initiatives.
  • Establish and maintain reliable contracted services for language translation, interpretation, and American Sign Language. Promote availability of these services in the Department.
  • Stay informed of developments in the strategic and functional areas of DEI programs. Report on emerging issues in this area.
  • Lead and coordinate the Departmental Performance Award Recognition Program.
  • Drafts and presents performance and management reports, and creates and presents ideas, reports and presentations in various formats.
Human Resources Management
  • Acquires a detailed understanding of the organization's hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.
  • Applies applicable labor laws, guidelines, rules & regulations, policies, and collective bargaining agreements.
  • Develops solutions, programs and policies by analyzing trends and key metrics regarding workforce diversity across the Department.
  • Monitors Departmental performance in continuing efforts to diversify our workforce.
  • Identifies/facilitates opportunities to increase community and workforce outreach, workforce engagement with DEI initiatives, and workplace morale.
Employee and Labor Relations:
  • Works closely with management and employees to improve work relationships and morale.
  • Consults with employees, managers and supervisors to provide HR and DEI initiative guidance and policy compliance.
  • Helps to foster and maintain a respectful and inclusive team environment for all employees.
Important Skills and Characteristics
  • Knowledge and skill in applying the principles, methods, techniques and practices of effective Human Resources Management and Diversity, Equity and Inclusion initiatives.
  • Collaborative with a strong work ethic, strategic and situational awareness, excellent communication, creative thinking and interpersonal skills.
  • Communicates and interacts effectively with all partners. Proven track record in approaching and interacting with people of all backgrounds and the ability to think collaboratively with senior members of the organization.
  • Ability to work with highly confidential documents and data while ensuring discretion. Proven organizational, coordination, and workload management skills and abilities.
  • Superb written, verbal, and interpersonal communication skills. Proficient in up-to-date office software (MS Office), enterprise software and specialized programs for planning, scheduling, communicating, word processing, collecting and reporting data, preparing presentations, researching and document control.

Minimum Qualifications (MQs):
1. Bachelor's Degree in Human Resource Management, Finance, Business or any related field.
2. Four (4) years of progressively responsible experience in Human Resource Management,
finance or any related field.
3. An equivalent combination of education and experience may be substituted, which together total 8 years.Preferred Qualifications
  • A Bachelor's Degree in Human Resources Management, Communications, Psychology, Business Administration, Social Work, Organizational Development or related field and six (6) years of related experience in Human Resources/DEI facilitation positions with a diverse workforce.
  • Demonstrated experience in developing and implementing data-driven initiatives, effective communications, and organizational change.
  • PHR or SPHR Professional Certification in Human Resources Management a Plus.
  • Ability to communicate in another language a Plus!
Working Conditions

Work is performed in an office, park setting or partner sites. May work outdoors on an incidental basis. Work is primarily sedentary and requires noticeably light to light physical effort. May be subject to various job demands such as high volume of work to be managed and tight deadlines.
