The Role
The Site Workforce Development Manager is responsible for managing the initiation and oversight of all apprenticeship, craft, and supervisory training that occurs on the assigned site. The Site Workforce Development Manager will directly supervise Site Workforce Development Coordinators and Clerks; and will act as the liaison between the Compliance Manager, Project Management, and the Worley Workforce Development Department. In addition, the Site Workforce Development Manager will be responsible for developing community outreach initiatives, developing partnerships with Career and Technical Educational programs, and developing partnerships with Workforce Development agencies.
The Site Workforce Development Manager is a public facing position that will have varied duties as it pertains to development of new partnerships and maintenance of existing partnerships in the local community near the project.
This position will engage with a wide variety of stakeholders including chambers, businesses, industry representatives, K12 schools, higher education, workforce boards, veteran's agencies, non-profits and more. This position will collaborate cross-functionally to manage, implement, and document apprenticeship programs and activities. The Site Workforce Development Manager reports to the Worley Corporate Director of Workforce Development.
Our apprentices gain hands-on training as they evolve towards becoming journey-level craft professionals in their given area of focus. We're looking for a dynamic Site Workforce Development Manager who can serve as a mentor and guide to the apprentices through their learning journey. We're looking for a candidate who enjoys teaching/mentoring/coaching, is highly organized, has superior analytical and communication skills, and is self-starting with a high degree of autonomy.
Responsibilities
- Manage the marketing efforts for the program, including outreach to local Workforce Investment Boards, local Career and Technical Schools, Technical Colleges, communication and building relationships with stakeholders to promote the program, attending career fairs, presenting to students, etc.
- Understand the Worley business and work with the People Team and client delivery teams to maintain the apprentice hiring pipeline
- Oversee all aspects of the apprenticeship program, in collaboration with the Compliance Manager. This includes adhering to the Standards of Apprenticeship for training programs, including on-the-job training outlines, related technical instruction schedules and wage progression schedules that meets state and federal Registered Apprenticeship Guidelines
- Maintain integrity of all training programs including Registered Apprenticeship, NCCER, Worley-specific, and client specifications
- Administration of all NCCER policies and procedures and the verification of all reports and documents submitted to the Worley Workforce Development Department
- Administration of all Worley Workforce Development Department policies and procedures, as well as general Worley policies and procedures.
- Document control and reporting related to training and certification activities
- Collection of training data and collation of collected data into training reports for submittal to the Worley Corporate Director of Workforce Development
- Assess instructional effectiveness and determine the impact of training on employee skills and KPIs
- Host train-the-trainer sessions for internal subject matter experts
- Observe work habits and relations of project to help identify and certify instructors for various programs
- Gather feedback from trainers and trainees after each educational session
- Market available training to employees and provide necessary information about sessions
- Mentor and encourage craft professionals to enroll and participate in training/assessment programs
- Provide day-to-day mentoring, coaching and support to apprentices and provide feedback for individual growth and development

Skills
- This position needs to have strong administrative skills and ability to multitask to manage issues, paperwork, budgets, and people to support these efforts.

- Familiarity with traditional and modern job training methods and techniques
Technology / Software
- This position must have, or be willing to quicky learn, a complete knowledge of the Registered Apprenticeship system, new program development and RAPIDS (Registered Apprenticeship Partners Information Database System) system maintenance.
- Strong understanding of Workforce Development systems, processes, and tools. Able to assist others and troubleshoot issues.
- Adequate knowledge of learning management systems, e-learning platforms, and web delivery tools
- Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
- Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, Visio).
Education / Experience
- Knowledge of Registered Apprenticeship and NCCER policies/procedures will be given special consideration.
- It is recommended that the applicant have a four-year college degree in Education, Management, or Human Relations, plus 2 years work experience; or equivalent documented work experience as a Training Manager, Trainer, Training Facilitator, or similar role, preferably with exposure to the learning and development of Construction/Maintenance Personnel.
