The Willow Lake Treatment Facility operates as a 24/7, 365 day per year facility and the weekend shifts are critical for our operations. This position is a great fit for established leaders familiar with plant operations and comfortable working weekend shifts regularly in addition to weekdays.
What you will do
- Plan, organize, schedule, train, evaluate, and inspect the work of subordinates.
- Plan, coordinate, and administer all aspects of operations, assessing system status, working with other city departments on maintenance needs, and managing service contracts.
- Ensure safe working conditions including proper handling of equipment in work areas.
- Utilize technical knowledge and provide expertise to optimize operations and plant performance.

The Supervisor will have a schedule generally consisting of either Saturday through Wednesday or Wednesday through Sunday, 8:00 am to 4:30 pm, at City's discretion. In addition, this will be a rover position, where the supervisor will be required to occasionally work other days and/or shifts on a temporary basis. The supervisor will also participate in the weekly "on-call supervisor" rotation, where they must be available to respond to questions from lead operators by telephone, text message, or email.
What are the minimum qualifications?
While the minimum qualifications require Grade IV certification, we will be considering candidates with a Wastewater Treatment Grade III certification. Candidates that come in with a Wastewater Treatment Grade III certification must obtain a Wastewater Treatment Grade IV certification within 6 months.
- Must pass the pre-employment background check and drug test (including marijuana).
- Must have an Oregon driver license and a driving record that meets the City of Salem's driving standards.
- Associate's degree from an accredited college or university in university in a related field to program assignment (i.e., biology, water treatment, wastewater treatment, business management, engineering, environmental sciences, etc.), and five years of supervisory experience in a related field, or any combination of education, experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
- Oregon Wastewater Treatment Grade IV certification, or ability to obtain within 6 months.
- Strong values and leadership skills

About our Facility
The City of Salem's wastewater is treated at two facilities, the Willow Lake Water Pollution Control Facility and the River Road Peak Wet Weather Treatment Facility. Willow Lake is the primary treatment facility for the City with a design average dry weather flow of 35 MGD, and a peak wet weather capacity of 155 MGD. It can be operated in trickling filter/activated sludge, conventional air activated sludge and in a combination of both processes based on flow and loading conditions. Effluent is disinfected with sodium hypochlorite solution and dechlorinated with sodium bisulfite. Solids handling consists of mesophilic anaerobic digestion and dewatering with centrifuges. Class B biosolids are re-used through land application as liquid and centrifuge cake products. The Willow Lake Treatment Facility operates as a 24/7, 365 day per year facility.
The River Road Peak Wet Weather Treatment Facility is a high rate, physical/chemical ballasted flocculation facility with ultraviolet disinfection. This facility is generally operated only when flows at the Willow Lake Facility are above 100 MGD. This remote facility is operated to prevent sanitary sewer overflows associated with high wet weather flows.
