Job description

Kings County District Attorney's Office is seeking a qualified Victim Witness Coordinator to ensure the rights of victims are upheld with dedication to treating victims with dignity, respect, and compassion. The District Attorney's office is dedicated to providing the community with a safe place to live, while seeking truth and justice in a professional and ethical manner.

There is one vacancy. Future vacancies for this position may be filled from the eligible list to be established. The typical life of a list is six months.

DISTINGUISHING CHARACTERISTICS
The Victim Witness Coordinator is a single position classification responsible for the management and operation of the Victim Witness Program. The incumbent is expected to be a working manager in that they may also carry a caseload in addition to their supervisory and administrative duties. The incumbent reports directly to the District Attorney or Assistant District Attorney. The Victim Witness Coordinator supervises non-sworn personnel and is not a Peace Officer.
Duties include but are not limited to those described below. Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law.
Plan, organize, coordinate and supervise the County's Victim Witness Program; select, train, supervise and evaluate the work of staff and program volunteers engaged in identifying crime victims eligible for program services, explaining victim rights, and the court systems and procedures, processing victim indemnification claims, crisis counseling, and providing emergency assistance; manage, monitor and administer all grants received by the program; prepare grant applications and funding contracts; prepare justification for grant funding; identify community resources willing to provide assistance to crime victims and witnesses; stay abreast of legislation, regulation, and criminal justice issues that impact program activities; ensure compliance with policy, procedures and legal obligations; develop, recommend and implement programs, policies and procedures for the program; implement methods for monitoring and evaluating program performance; responsible for the development, administration and control of the unit budget; analyze expenditures, recommend allowable costs and identify appropriate grant cost categories; develop and organize outreach activities; make presentations and provide information to law enforcement, civic groups and other interested individuals on the services and activities of the Victim Witness program; provide technical consultation on complex program matters and services; prepare a variety of correspondence and reports; develop and ensure implementation of ongoing training and development programs for Victim Witness staff and program volunteers; facilitate interaction and serve as liaison with County departments and other agencies within assigned area of responsibility; may personally handle cases.

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required knowledge, skills and abilities would be:

Education: Equivalent to completion of two years of accredited college (60 semester units) with major coursework in criminal justice, social/behavior sciences or a related field. (NOTE: Additional experience in criminal justice, law enforcement, probation, social services, or crisis intervention may substitute for the required education on a year-for-year basis.)

Experience: Three years of increasingly responsible experience analyzing and processing victim claims and providing assistance to crime victims.

OR

Education: Equivalent to graduation (BA or BS degree) from an accredited four-year college or university with major coursework in criminal justice, social/behavior sciences, or a related field. (NOTE: Additional technical or professional experience in criminal justice, law enforcement, probation, social services, or crisis intervention may substitute for up to two years of the required education on a year-for-year basis.)

Experience: Two years of progressively responsible experience in supervising staff, coordinating budgeting and planning activities.

License: Possession of a valid, appropriate California driver's license.

Special Requirements: Ability to: pass a thorough background investigation, including fingerprinting; make home visits under circumstances which may be extremely upsetting and highly emotional.

Desirable Qualifications: Experience and training in a Criminal Justice setting. The use of bilingual skills requiring demonstrated speaking, reading and/or writing fluency in a foreign language.
