Description
The City of Richmond Department of Public Utilities is currently seeking candidates to fill multiple Utility Plant Specialist (Electrical) positions in the Wastewater Treatment Plant. The selected incumbents will be responsible for performing electrical work as assigned to include conducting preventative maintenance, troubleshooting and repairing equipment, and monitoring equipment and other functional aspects in the plant.

The selected candidates must have a Journeyman's or Master Electrician's card from the State of Virginia or from another state.

Duties include but are not limited to
  • Performing preventative maintenance on treatment plant, wastewater pump, or water booster station equipment;
  • Performing repairs and maintenance of electrical equipment, system corrective, and preventative maintenance;
  • Troubleshooting electrical circuits; updating, repairing, and replacing plant lighting systems; maintaining and repairing electrical systems ranging from 120 volts to 4160 high voltage
  • Performing administrative tasks to include composing working orders and inventorying; procures warehouse supplies and parts in via requisitions in CMMS; updates files and maintenance logs, prepares periodic reports; and attends safety meetings;
  • Principals of maintenance and operations of Electrical and mechanical equipment used at a utility plant (e.g. water purification, pumping, and wastewater equipment);
  • Conducting general housekeeping and buildings/grounds maintenance at treatment plants, pump stations, or booster stations. Using and operating various equipment safely and correctly.

Incumbent serves as an Essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather.

This position requires working eight (8) hour shifts overtime if necessary and on-call duty (to include working weekends and Holidays periodically.


Qualifications, Special Certifications and Licenses
The incumbent will have considerable knowledge of conduit bending and installation; electrical motoring/wiring Megger testing; National Electrical Code and NFP 70E and Arc Flash Hazards. Demonstrated knowledge of electrical and mechanical equipment used at a utility plant; utility plant operations and safety practices and principles. Demonstrated knowledge on preventative maintenance for a treatment plant; wastewater pump; water booster station equipment.

Considerable abilities with repairs and maintenance of electrical equipment; which includes system corrective and preventative maintenance. Considerable knowledge of the Principals of maintenance and operations of Electrical and mechanical equipment used at a utility plant (e.g. water purification, pumping and wastewater equipment; troubleshooting electrical circuits; updating, repairing and replacing plant lighting systems; maintaining and repairing electrical systems ranging from 120 volts to 4160 high voltage.

General abilities to perform administrative tasks, such as composing work orders, and inventorying; procedures warehouse supplies and parts via requisitions in CMMS; updates files and maintenance logs, prepares periodic reports and attends safety meetings.

MINIMUM TRAINING AND EXPERIENCE
  • High School Diploma or GED;
  • No experience required;
  • Prefer two years of experience in a related field;
  • Advancement through the broadband depends in part on additional experience (Zone II, minimum of 12 additional months of experience; Zone III, minimum of 18 additional months of experience; and Zone IV minimum of 36 additional months of experience;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications for the classification.

LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
  • Requires a valid Commonwealth of Virginia Driver's License with a satisfactory driving record or must obtain a valid Commonwealth of Virginia Driver's License within 30 days of hire;
  • Zone II requires all of the above plus Forklift certification OR the ability to obtain Forklift certification within 90 days of hire;
  • Zone III requires all of the above plus VA Contractor Board Journeyman license;
  • Zone IV requires all of the above plus VA Contractor Board Master License.

PREFERRED TRAINING AND EXPERIENCE:
  • Six (6) months of experience;
  • A valid and current VA Department of Professional and Occupational Regulation (DPOR) Electrician license;
  • A Journeyman Electrician License is required;
  • Master Electrician License is a plus;
  • Class B or higher CDL is a plus.
