Job description

Schedule and Salary:
  • A hybrid/flexible shift is available. Office core hours are 8AM-5PM.
  • The annual salary range of compensation for this position is dependent upon qualifications, although the expected hiring salary will typically be less than the top of the range, to allow for growth and development movement.
  • Frequent in-state travel is required. Some overnight travel is anticipated as well as occasional travel to attend meeting sites, or project sites to assist staff, arrange meetings, training, etc.

The
Pollution Liability Insurance Agency (PLIA) provides an effective and efficient government funding model that helps owners and operators of underground storage tanks (USTs) meet financial responsibility and environmental cleanup requirements. PLIA has a team of dedicated professionals committed to open collaboration, innovative thinking, and delivering high quality service, to ensure success in meeting our mission.
What you will be doing:
You will perform senior-level work for the Financial Assurance (FA) Program. You will provide technical consultation and assistance to underground storage tank (UST) owners and operators and collect information used by the FA Program in annual fee and deductible determination. You will represent the agency in one of each of the four regionally designated areas (northwest, southwest, central, and eastern) and will deliver efficient, collaborative, and creative solutions to regionally based environmental issues. You will serve as the lead for your designated region and provide recommendations to the FA Program Coordinator.
Some of what you'll be doing includes:
  • Completing specialized facility assessments, environmental investigation activities, feasibility studies, and compliance with state regulations.
  • Reviewing application materials for accuracy and completeness and correspondence with program applicants.
  • Reviewing technically complex data and cleanup reports and conducting follow-up reviews to evaluate the success of remediation processes and their compliance with state regulations.
  • Drafting technical opinion letters for site owners that evaluate the completed or proposed cleanup against the substantive requirements of the Model Toxics Control Act (MTCA).

NOTE: Additional qualifying experience will substitute, year for year, for education with the following.
REQUIRED:
A valid driver's license free from serious traffic violations

AND

A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field

AND

Five years of professional level experience in environmental analysis or control or environmental planning which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
OR
A Master's degree in one of the above fields

AND

Three years of professional level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
OR
A Ph.D. in one of the above fields and two years of professional level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
OR
Two years of experience as an Environmental Specialist 3.
And the following competencies:
  • Knowledge of principles, practices, and methods of environmental or resource management and environmental pollution prevention and pollution control; methods and techniques of field sampling, testing, data gathering, basic research and field investigations; applicable state, federal and local environmental regulations and policies; technical report writing methods; characteristics and health effects of pollutants.
  • Knowledge of governmental administrative structure at local and state levels.
  • Possess excellent communications skills, both written and oral.
  • Ability to evaluate information obtained and make definitive decisions in compliance with state requirements.
  • Ability to multi-task in a fast-paced environment.
  • Ability to deal well with stress and difficult clients.
  • Ability to interpret and apply applicable rules, regulations, and policies.
  • Ability to establish and enhance collaborative working relationships with a wide variety of internal and external stakeholders.
  • Ability to maintain strict confidentiality and ethical behavior at all times.
  • Ability to learn and understand the language and concepts of our agency's culture and commit to being a part of creating and maintaining a diverse, equitable, respectful, and inclusive workplace.

PREFERRED:
