This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
  2. any 2 convictions of reckless driving in the past 3 years;
  3. a suspension or revocation of the driver license for moving violations in the past 3 years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

 

Your driving record will be reviewed and the status of your driver license confirmed.

 

POSITION DESCRIPTION: Develop and review engineering reports and studies.  This includes preparing and disseminating the Strategic Highway Safety Plan (SHSP) tracking reports, study documentation and presentation of findings and conclusions, analysis of engineering data, and coordination of resources necessary to produce reports.

 

Develop and manage professional and contractual service contracts, and other types of agreements, that support traffic operations. This includes project management responsibilities associated with procuring contracts, issuing task work orders, reviewing contract deliverables, reviewing and processing invoices, coordinating Department personnel and other agencies associated with work under the contract, preparing contract correspondence, maintaining project files, and actively participating in project meetings. 

 

Participate in meetings, on committees, task teams and other groups with internal and external customers to represent traffic engineering interests. Includes, providing useful commentary and review of work products as well as developing correspondence and follow-up contact as needed. 

 

Assist the Traffic Safety Program Engineer in implementing business and related plans to guide resource allocation and achieve unit performance targets. Includes collaborating with others in plan development, reporting plan results, linking performance targets to SMART (Specific, Measurable, Achievable, Realistic and Time-bound) objectives in staff expectations, and identifying and making resource recommendations. 

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of traffic engineering principles and practices; Knowledge of management principles and practices; Knowledge of traffic operations analysis and study techniques; Knowledge Florida's Strategic Highway Safety Plan; Skill in effective oral communications; Skill in use of personal computers and ability to use Microsoft Office (Word, Excel, PowerPoint, Access & Outlook); Skill in effective written communications; Skill in interpreting and disseminating traffic engineering related data; Ability to collect, analyze, and interpret engineering data; Ability to manage workload to produce on time resolutions to problems; Ability to establish and maintain effective working relationships.

 

OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of section 215-422, Florida Statute (FS) related State Comptroller's Rule and Department of Transportation's invoice processing and warrant distribution procedures. During a declared emergency event, the incumbent will be required to assist the District as needed. The incumbent of this position may be required to work extra hours. While on duty, the position's incumbent may be required to drive a state owned vehicle or leased vehicle to perform the duties of this position. A valid class "E" driver's license is required.

 

MINIMUM QUALIFICATIONS: A high school diploma and two years of engineering, traffic studies, or traffic safety experience; or An associate of arts or science degree in  computer science, engineering technology, or similar relevant area of study and one year of engineering, traffic studies, or traffic safety experience; or A bachelor's degree from an accredited college or university with a major in engineering, computer science, engineering technology or similar relevant area of study; or Successful completion of the Fundamentals of Engineering Exam and has an Engineer in Trainee (EIT) certification in either Florida or another State; or An active International Municipal and Signal Association (IMSA) Sign and Pavement Marking certification.

A Competitive Area Differential (CAD) additive in the amount of $ 1,976.00 will be added to the annual salary.
