The primary purpose of this position is: To manage, direct, coordinate, and administer PACAF Traffic Management functions for the movement of personal property, equipment, passengers, and cargo through the Defense Transportation System and various commercial modes of transportation during peace, steady state operations, contingencies, and major theater wars.
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of policies, concepts and procedures related to Air Force cargo movement, passenger travel, personal property, POV, and customs issues. Comprehensive knowledge of policies and procedures in moving hazardous materials and munitions via all modes of transportation. Knowledge of laws and entitlements associated with passenger travel and personal property transportation. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of cargo and passenger moves through the DTS and commercial sectors. Broad knowledge of theories and principles of logistics management. Comprehensive knowledge of contracting transportation services and management of competitive procurement of these services to include ocean cargo carriers, contracted travel offices, personal property local drayage contractors, and express carriers. Broad knowledge of Traffic Management computer systems to include output and documentation requirements associated with CMOS, TOPS, GTN, and GATES. In-depth knowledge of the U.S. Customs Program and other PACOM host country customs requirements. Knowledge of all Traffic Management processes and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Ability to communicate effectively orally and in writing at a HQ level. Ability to supervise.
  • Ability to plan and organize multiple projects and tasks. Ability to gather, analyze, organize, and present data and supporting materials. Ability to use office automation tools and techniques to design and generate detailed reports, briefings, and other documents.
  • Ability to lead and/or participate in special study teams and task forces with members from different organizations, commands and services. Ability to identify problems and develop innovative solutions, analyze pros and cons of courses of action.
  • Ability to develop, prepare, coordinate, staff, and implement Traffic Management policies, procedures, programs, and directives. Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements, showing impacts of constraints.
  • Ability to review, analyze, and manage contingency taskings, mobilization plans, and/or War Reserve Programs. Ability to study, analyze, review and prepare case studies regarding personal property and passenger travel Congressional Complaints and Inquiries and Board of Correction of Military Records cases.
  • Ability to review, interpret and provide guidance on DoD, AF, and Federal policies and legal rulings regarding personal property and passenger travel entitlements; ability to develop and defend proposed changes to same. Ability to interpret legislative, court, Comptroller General decisions, rulings of regulatory agencies, or state laws and host country requirements. Ability to interpret and provide guidance on federal, DoD, and military hazardous materials shipping policies and procedures, same for UN and host nation policies and procedures as may apply.
  • Knowledge and experience evaluating airlift channel requirements and coordinating mission requirements with PACOM, USTRANSCOM, and AMC. Knowledge and experience with Korean, Japanese, US, and other Pacific Theater country customs import and export cargo and passenger requirements.
  • Knowledge and experience with conducting staff studies and preparing electronic staff summary reports. Knowledge and experience with Water Port Liaison Office operations and procedures. Knowledge and experience with Air Clearance Authority operations and procedures. Knowledge and experience with traffic management staff operations at command level, and detailed understanding of organizations and processes at the base level.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
