Job Summary
MAJOR FUNCTION: Professional and technical work, responsible for the evaluation, analysis, planning, implementation, and support of county voice and data communication systems and software. Under the direction of the Information Technology Division Manager, provides voice and data network support to Board of County Commissioners, Constitutional Offices and other external customers. Performs voice and data communications analysis, planning, installations, troubleshooting, technical support and documentation of wireline, wireless and fiber plant county-wide.
Essential Job Functions
KNOWLEDGE, ABILITIES AND SKILLS NEEDED IN ORDER TO PERFORM THE ESSENTIAL JOB FUNCTIONS:
KNOWLEDGE:
  • Voice and data networking topologies, including local area networking (LAN), wide area networking (WAN), Session Internet Protocol (SIP) including cellular and landline voice technologies, fiber optic cable, T1/Frame Relay, Fast Ethernet, DSL/Cable Modem, Wireless, CSU/DSU's and other modern configurations.
  • Voice and data networking hardware (PBXs, switches, routers) and familiarity with network security including SSH, VPN and firewall concepts.
  • TCP/IP, IP addressing and subnetting and routing protocols.
  • Knowledge of pertinent RFC's, network management (SNMP, MIB's), VoIP, understanding of the OSI layers.
  • Knowledge of and proficiency with computers, emphasizing microcomputers, workstations, and local area network software running on Ethernet or fiber technology.
  • Microsoft Windows and Redhat (or other) Linux operating systems is preferred.
  • Microsoft Office Suite, Microsoft Project and Microsoft Visio software tools is preferred.

ABILITIES:
  • Ability to support a large, complex voice (cellular/landline) and data (LAN/WAN) consisting of 900+ users and 165 sites.
  • Ability to develop and administer bids and RFPs.
  • Ability to provide communication requirements, analysis, planning and technical support for new and remodeled County sites.
  • Ability to understand oral and written instructions, maintain good working relationships with end users, and exercise initiative and sound judgment in making decisions.
  • Ability to be flexible and continually adjust to a dynamic information technology environment.
  • Intermediate knowledge with spreadsheets and/or databases with maintenance and creation of reports.

ESSENTIAL JOB FUNCTION: Perform requirement analysis, site surveys, installation, implementation, technical support, documentation troubleshooting and ongoing user assistance for voice and data networks supporting the Board of County Commissioners voice and data systems. Provides support for all landline and cellular voice systems and for VOIP, wired Ethernet and wireless data networks. Performs work related to this job description as required. Reviews and maintains the existing contracts and any bids or RFP's that may need to be done. Reviews and monitors for accuracy/discrepancies of all Communication bills to include, Network, Phone, and Cellular. Reviews and manages all TIPS that relate to communications. Planning and recommendations of county's voice and data needs for new and remodeled sites.
ESSENTIAL PHYSICAL SKILLS: Use of both hands and fingers with dexterity. May be called upon to lift objects greater than 30 pounds. Occasional walking and standing. Vision must be good enough to be able to read instruction manuals. Must have good command of English language and be able to hear normal telephone conversations.
WORK HAZARDS: Use of computer equipment monitors which may have an effect on vision.
SAFETY EQUIPMENT USED OR NEEDED: Possible safety equipment (i.e.: hard hat, etc.) when visiting County departments or work sites.
Qualifications
EDUCATION: Bachelor's Degree in Computer Science or related field from an accredited college or university. A comparable amount of training and/or experience may be substituted for the minimum educational qualifications based on two years of experience for one year of education.
EXPERIENCE: Two (2) years of experience in information technology, with at least one (1) year of experience in voice and data communications.
LICENSE, CERTIFICATION, OR REGISTRATION: A valid Florida driver's license is required and clean driving record.

Driving Position - Operating County vehicles and/or equipment is a primary function of this position.
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening. FDLE Fingerprinting required

SICK LEAVE
Sick Leave with pay shall be accrued at a rate of one (1) working day for each month of service, twelve (12) days a year. There will be no maximum on the amount of sick leave an employee may accumulate.
