This position will assist and coordinate the Transportation Engineering Associates (TEA) Program at the North Carolina Department of Transportation (DOT). The TEA Program is an 18-month training program that orients newly graduated engineers on the major organizational functions of the various transportation units, branches and divisions, and provides a broad background and practical application of transportation engineering. The program consists of approximately 72 positions with engineers moving from one assignment to another during an18 month period that centers on developing future leaders with the skills, training and experience necessary to perform in a variety of areas at DOT upon completion of the program.
Program Coordination:
The primary purpose of the position is to provide program coordination for the Transportation Engineering Associates (TEA) and the Cooperative Education (Co-op) programs. The position is responsible for overseeing all Transportation Engineering Associates (TEA) and the Cooperative Education (Co-op) personnel functions required for the hiring process including position postings, conducting interviews, selection of candidates, data reporting, and program coordination. The position is responsible for orientation coordination and overseeing the onboarding process of the new engineers. The position is responsible for collaborating with IT and other business units to deliver the Transportation Engineering Associates (TEA) and the Cooperative Education (Co-op) Program.
The position is responsible for overseeing travel management and budget as it relates to relocation expenses, travel, and expenditures dealing with the Associates. The position will oversee all personnel actions and salary adjustments throughout the 18-months as required for the program. The position involves direct contact with DOT Unit Heads and Division Engineers to assist in schedule coordination to provide select experiences statewide. The position provides guidance within the guidelines of the DOT placement and transfer policy involved with Transportation Engineering positions. This position will work with the Summer Intern coordinator to identify quality candidates for the internship program. This position serves as one of the primary contacts by phone or email to TEA and Co-op participants, HR Personnel Technicians, and DOT managers/supervisors and reports to the Manager of the TEA Program.

- Demonstrated ability to interpret and apply HR and other Departmental policies.

- Knowledge and demonstrated communication skills, specifically in providing feedback, expressing opinions, observations and conclusions to help achieve positive outcomes
- Demonstrated ability to access data from enterprise information systems such as SAP, Beacon, NeoGov, for data reporting
Bachelor s degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience.Tonya Morgan
